Eareckson Air Station (AS), a remote U.S. Air Force installation, faces the complex decision of selecting a new municipal solid waste (MSW) management strategy to replace its current non-compliant system. This research effort applies value-focused thinking and multiattribute preference theory to decision analysis techniques to produce a multiple-objective decision analysis model that captures all of the site's MSW goals, objectives, and concerns in order to facilitate the evaluation of MSW management strategies available. The model ranks 40 specific MSW management alternatives, which were developed in accordance with the decision-maker's assumptions and constraints, based on how well they meet Eareckson's overall strategic objective, a 20-year compliant MSW system. The model provides insight to the decision-maker as to which strategy is best suited for Eareckson's MSW management needs. Sensitivity analysis is incorporated in the model to assess and illustrate the effects of changes in model objective weights and changes in model parameters. Overall, the model provides the Eareckson AS decision-maker with a decision tool to make a better decision when choosing a new MSW management strategy. The model results suggest that the Eareckson AS MSW strategy should be a Class II municipal solid waste landfill (MSWLF) along with a recycling combination that includes at least paper and cardboard recycling. The top-ranked alternative consists of a Class II MSWLF along with recycling aluminum cans, steel cans, glass, paper, and cardboard. Sensitivity analysis shows that fl%is top-ranked alternative is relatively insensitive.

The purpose of this study is to examine the impacts of current and alternative solid waste management practices of two rural Alaskan villages. The EASETECH life-cycle assessment modeling tool was used to compare the current solid waste management systems for the remote villages of Kalskag and Fort Yukon across eight alternative scenarios. Annual waste generation and composition data for these two villages and data specific to processes and functions for each waste system were collected and used to modify templates within the EASETECH program to provide a life-cycle assessment for current and proposed waste management practices. The results indicate that integrated waste management practices for these remote villages may not be economically feasible or environmentally favorable. Waste management options, though limited for these remote villages, may benefit from minor system changes. These changes include transport services and burn practices that only slightly increase operating costs, but significantly reduce local social and environmental impacts. Local, accurate, and complete waste stream data could help support future management planning for the solid waste management systems of these rural villages.

A software system called the Waste Flow Analysis has been developed and applied to complex environmental management processes for the United States Department of Energy (US DOE). The system can evaluate proposed methods of waste retrieval, treatment, storage, transportation, and disposal. Analysts can evaluate various scenarios to see the impacts to waste slows and schedules, costs, and health and safety risks. Decision analysis capabilities have been integrated into the system to help identify preferred alternatives based on a specific objectives may be to maximize the waste moved to final disposition during a given time period, minimize health risks, minimize costs, or combinations of objectives. The decision analysis capabilities can support evaluation of large and complex problems rapidly, and under conditions of variable uncertainty. The system is being used to evaluate environmental management strategies to safely disposition wastes in the next ten years and reduce the environmental legacy resulting from nuclear material production over the past forty years.
