This article reports a pioneering case study of a crowdsourced law-reform process in Finland. In the crowdsourcing experiment, the public was invited to contribute to the law-reform process by sharing their knowledge and ideas for a better policy. This article introduces a normative design framework of five principles for crowdsourced policymaking: inclusiveness, accountability, transparency, modularity, and synthesis. Inclusiveness, accountability, and transparency are overarching principles for crowdsourced policymaking. Modularity and synthesis support these overarching principles and are instrumental in achieving the main goals of crowdsourced policymaking, namely, an efficient search for knowledge and democratic deliberation among the participants. These principles apply to both the design of the process and the medium that the process takes place in, i.e., the technology facilitating crowdsourcing. This article analyzes the design of the crowdsourced off-road traffic law experiment in Finland using the five principles described above and provides a future research agenda for examining design aspects in crowdsourced policymaking.

In this paper we examine the emergence of democratic deliberation in a crowdsourced law reform process. The empirical context of the study is a crowdsourced legislative reform in Finland, initiated by the Finnish government. The findings suggest that online exchanges in the crowdsourced process qualify as democratic deliberation according to the classical definition. We introduce the term “crowdsourced deliberation” to mean an open, asynchronous, depersonalized, and distributed kind of online deliberation occurring among self-selected participants in the context of an attempt by government or another organization to open up the policymaking or lawmaking process. The article helps to characterize the nature of crowdsourced policymaking and to understand its possibilities as a practice for implementing open government principles. We aim to make a contribution to the literature on crowdsourcing in policymaking, participatory and deliberative democracy and, specifically, the newly emerging subfield in deliberative democracy that focuses on “deliberative systems.”

Crowdsourcing is a term that was coined in 2006 to describe how the commercial sector was beginning to outsource problems or tasks to the public through an open call for solutions over the internet or social media. Crowdsourcing works to generate new ideas or develop innovative solutions to problems by drawing on the wisdom of the many rather than the few. US local government experimented with rudimentary crowdsourcing strategies as early as 1989, but in the last few years local, state, and federal government have increasingly turned to crowdsourcing to enhance citizen participation in problem solving, setting priorities, and decision making. Rapid social and cultural transformation as a consequence of advanced technology creates problems in modern society. On one hand, technology has made the life of people easier. However, on the other hand, the sense of humanity’s values and principles is declining. This situation can be observed in the decrease in social solidarity and the rise of individualism. Modernity that values productivity and economic growth has brought a negative impact on the life of human being and nature. The exploitative character of industrialization has created an ecological crisis. Advanced information technology has loosened social cohesivity and the rise of instrumental rationality has removed local genius or local wisdom from the life of society. Since the ultimate goal of humanity is respecting the dignity of human beings, hence, bringing back humanity to the center of the development program is crucial, especially in the current social and political dynamics. In the political context, humanity means respecting the basic rights of the citizen and putting them as a subject of political development and not perceiving citizens as only an instrument to win political power. Based on the above background, this conference is organized. The overall goal of the conference is to mainstream humanity in the current social and political change.
