This study examines the feasibility of developing an improved and affordable ice navigation radar that would be able to distinguish between hazardous and non-hazardous ice using non-coherent, cross-polarized radar processing. Two key issues were investigated: whether useful polarimetric information could be retained and exploited when using uncalibrated radars for polarimetric processing, and the use of non-specialized, non-collocated radars to provide the polarimetric information. In studying the first issue, data sets selected from field trials were analyzed to develop the required techniques so that meaningful ratios between the like- and cross-polarized returns could be obtained. Multi- year (hazardous) ice features were identified by experts and polarimetric algorithms developed in the study were tested on these images to determine their ability to discriminate between hazardous and non-hazardous ice features. The second issue arises because specialized cross-polarized radar antennas are expensive; an alternative is the use of two conventional (horizontally polarized) marine radars and alter the polarization of the second to provide vertical polarization. The second radar would be set to receive-only and synchronized to the first transmitting radar in rotation, frequency, and pulse timing. The study reviewed the literature on the use of polarizer lenses to alter the antenna polarization and also derived synchronization and timing requirements for slaving the second radar to the first.

The original campus of the University of Michigan was nearly a perfect square about a half-mile along a side. A street-sized walk, appropriately called the Diag, runs diagonally across this square, connecting its southeast and northwest corners. In 1904 a new engineering building was either started or finished (I do not remember which) to house classrooms. When another engineering building was built on the expanded campus across the street from it many years later, the old building came to be known as West Engine, to distinguish it from the new East Engine. Old West Engine is (or maybe by now, was) a four-story, L-shaped structure that stood at the southeast corner of the original campus. It was built with an arch in it to straddle the Diag at the apex of the L. You walked over the Engineering Arch to get from one leg of the L to the other if you were inside the building, and you walked under it when you entered the campus from the southeast corner. Affixed to the masonry wall of the arch was a plaque I often noted in passing. It bore a quote attributed to Horace Greeley (1811-1872), who I did not know at the time was the founder, editor, and publisher of the New York Tribune. It said, simply, Young man, when theory and practice differ, use your horse sense. The suggestion seems worthy of an exclamation point instead of a period, but I do not remember if it had one.

This report summarizes research during the period July 1, 1974 to June 30, 1975 under the contract on two technical objectives of the Air Force: improved detection and discrimination of radar targets and reduction of nonspecular scattering by wing geometries. The report is contained in two main sections. The first section outlines methods for deducing the complex natural resonances of arbitrary radar targets and the use of these resonances via predictor-correlator processing for detection and discrimination. Illustrative examples of both natural resonance extraction and discrimination are given for aircraft targets. The second section of the report summarizes the analysis of a loaded two-dimensional wind model for horizontal polarization. Hybrid techniques combining moment methods and the geometrical theory of diffraction are used and the loading consists of surface impedance patches. Examples of reduction of the nonspecular cross section are given. A 'folded dipole' like antenna is used as an alternate mechanism for controlling edge diffracted fields.
