In a work centred on Marx's harsh biography of Simón Bolívar, José Aricó examines why Latin America was apparently 'excluded' from Marx's thought, challenging the allegation that this expressed some 'Eurocentric' prejudice. Aricó shows how the German thinker's hostility towards the Bonapartism and authoritarianism he identified in the Liberator coloured his attitude towards the continent and the significance of its independence-processes. Whilst criticising Marx's misreading of Latin-American realities, Aricó demonstrates contemporaneous, countervailing tendencies in Marx's thought, including his appraisal of the revolutionary potentialities of other 'peripheral' extra-European societies. As such, Aricó convincingly argues that Marx's work was not a dogma of linear 'progress', but a living, contradictory body of thought constantly in development. The Cold War in Latin America spawned numerous authoritarian and military regimes in response to the ostensible threat of communism in the Western Hemisphere, and with that, a rigid national security doctrine was exported to Latin America by the United States. Between 1964 and 1985, Argentina, Chile, Mexico, Brazil, Paraguay, and Uraguay experienced a period of state-sponsored terrorism commonly referred to as the "dirty wars." Thousands of leftists, students, intellectuals, workers, peasants, labor leaders, and innocent civilians were harassed, arrested, tortured, raped, murdered, or 'disappeared.' Many studies have been done about this phenomenon in the other areas of Latin America, but strangely, Mexico's dirty war has been excluded from this particular scholarship. Here for the first time is a sustained look at this period and consideration of the many facets that make up the nearly two decades of the Mexican dirty war. This book was first published in 1989. The Soviet presence and purposes in Latin America are a matter of great controversy, yet no serious study was hitherto combined with a regional perspective (concentrating on the nature and regional impact of Soviet activity on the ground) and diplomatic analysis, examining the strategic and ideological factors that influence Soviet foreign policy. Nicola Miller's lucid and accessible survey of Soviet-Latin American relations over the past quarter-century demonstrates clearly that existing, heavily 'geo-political' accounts distort the real nature of Soviet activity in the area, closely constrained by local political, social and geographical factors. In a broadly chronological series of case-studies Dr Miller argues that, American counter-influence apart, enormous physical and communicational barriers obstruct Soviet-Latin American relations and that the lack of economic complementarity imposes a natural obstacle to trading growth: even Cuba, often cited as 'proof' of Soviet designs upon the area, is only an apparent exception.
