There is an increasing awareness that gender equality is not something that just "is" in unproblematic and natural ways, but that it may be understood and packaged in several ways, with quite different consequences. It therefore makes good sense to ask, with the authors in this book, how gender equality is understood and practised in the Nordic countries, with their avowedly good record on gender equality measures. It makes especially good sense to look closely at the consequences and difficulties that arise out of the many-faceted meanings attached to "gender" and "equality" in politics and policies, as well as in daily life. In this book, eleven Nordic scholars offer critical analyses of current dislocations, dilemmas and contradictions in the field of Nordic gender equality. They have studied issues to do with constructing state and nation, regulating political practices and producing gendered subjectivities. The authors are affiliated with universities in Denmark, Finland, Norway and Sweden and united in seeing the need for a critical scholarly stance on Nordic gender equality policies and practices.

This book aims to map the diversity of meanings of gender equality across Europe and reflects on the contested concept of gender equality. In its exploration of the diverse meanings of gender equality it not only takes into account the existence of different visions of gender equality, and the way in which different political and theoretical debates crosscut these visions, but also reflects upon the geographical contexts in which visions and debates over gender equality are located. The contextual locations where these visions and debates take place include the European Union and member states such as Austria, the Netherlands, Hungary, Slovenia, Greece, and Spain. In all of these settings, the different meanings of gender equality are explored comparatively in relation to the issues of family policies, domestic violence, and gender inequality in politics, while specific national contexts discuss the issues of prostitution (Austria, Slovenia), migration (the Netherlands), homosexual rights (Spain), and antidiscrimination (Hungary). The multiple meanings of gender equality are studied through Critical Frame Analysis, a methodology that builds on social movement theory and that was refined further with elements of gender and political theory within the context of the MAGEEQ research project

Law is often perceived as an instrument that can effect social change. While this might be so, it must be complemented by the necessary financial and human resources to make the law effective. Natalie Persadie explains that, among developing countries, such as Trinidad and Tobago, the achievement of legal advances for women--at either the international or national levels--is particularly difficult where practical measures are not subsequently implemented. This is, perhaps, attributable to a lack of political will. Important issues such as gender equality and domestic violence are not given priority and laws aimed at protecting women and promoting women's rights are ineffective, scant, or unenforced. Gender justice can only be realized through a multilevel approach from above and, more importantly, from below, as women have the potential to effect real national and international legal and institutional change to ensure gender equality at both levels.

Why do Japanese women enjoy a high sense of well-being in a context of high inequality? Beyond the Gender Gap in Japan brings together researchers from across the social sciences to investigate this question. The authors analyze women’s values and the lived experiences at home, in the family, at work, in their leisure time, as volunteers, and in politics and policy-making. Their research shows that the state and firms have blurred “the public” and “the private” in postwar Japan, constraining individuals’ lives, and reveals the uneven pace of change in women’s representation in politics. In theory, the EU’s ‘Gender Mainstreaming’ policy should mark it out as a trail-blazer in gender equality, but gender equality activists in Europe confront a knotty problem; most civil servants and policy makers can’t understand how to ‘mainstream’ gender. Making Gender Equality Happen argues that we should take this problem seriously. In this book Cavaghan uncovers the social processes that make gender appear irrelevant to so many policy makers using a new method, gender knowledge contestation analysis. Building on this new perspective Cavaghan identifies: barriers to effective gender mainstreaming; mechanisms of resistance to gender mainstreaming; and the steps towards positive change, which gender mainstreaming can yield, even when results stop short of ‘transformation’. These findings present fresh perspectives for policy makers and activists aiming to make gender equality happen. Cavaghan’s new method also opens fresh avenues in feminist EU studies, which are particularly relevant in the wake of the financial crisis, as the EU seems to be stepping away from its commitments to gender equality.
