Excerpt from Methods for Estimating Income Payments in Counties: A Technical Supplement to County Income Estimates for Seven Southeastern States; Prepared by the Technical Committee for the Use of the Conference on the Measurement of County Income Early in the work of the Conference on the Measurement of County Income the Steering Committee requested the Technical Committee to draw up a tentative outline of procedures that would serve as a point of departure for the research and for experimenting with the available county data. The Technical Committee prepared a working draft of county data and suggested procedures for using them. This was submitted to the conferees as a check list of alternative sources and procedures, and as a starting point in record ing their research experience. Through the months of collaboration the research staffs and the committee have constantly revised the outline in the light of their experience. Alternative sources and steps were noted in order to bring to the attention of the researchers whatever procedures appeared to be fruitful lines of investigation. The results of this experimentation are reproduced here for limited circulation among interested research personnel. It is not intended to serve as a manual of instruction but to stimulate discussion and the exchange of ideas and to promote experimentation among persons interested in income research in small areas. Only a few general limitations of the data and methods are indicated in the outline notes of Part II. It is taken for granted that researchers will familiarize themselves with the characteristics and limitations of the county data, and with the specific data problems of their state. A more explicit treatment of the assumptions underlying the procedures would of course be desirable. If these assumptions can be brought into clearer focus in the future, they will be more subject to checking and verification.
