A large variety of energy-efficiency policy measures exist. Some are mandatory, some are informative, and some use financial incentives to promote diffusion of efficient equipment. From country to country, financial incentives vary considerably in scope and form, the type of framework used to implement them, and the actors that administer them. They range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-points rewarding customers for buying highly efficient appliances (Japan). All have the primary objective of transforming the current market to accelerate the diffusion of efficient technologies by addressing up-front cost barriers faced by consumers; in most instances, efficient technologies require a greater initial investment than conventional technologies. In this paper, we review the different market transformation measures involving the use of financial incentives in the countries belonging to the Major Economies Forum. We characterize the main types of measures, discuss their mechanisms, and provide information on program impacts to the extent that ex-ante or ex-post evaluations have been conducted. Finally, we identify best practices in financial incentive programs and opportunities for coordination between Major Economies Forum countries as envisioned under the Super Efficient Appliance Deployment (SEAD) initiative.

The specific objectives of this project were to: Ÿ Identify and describe a long list of existing financial incentives for homeowner energy efficiency improvements in Canada and the United States through a literature review and interviews with key informants; Ÿ Develop seven case studies of the most promising financial incentive programs in order to obtain information on key design and critical success factors through additional key informant interviews; Ÿ Establish a background context of information for use in the potential development of financial incentives for improving residential energy efficiency in Canada. This final report is structured as follows: Ÿ Section 1 contains market and GHG emission related information for the residential sector and describes the public policy rationale for increasing public investments in residential energy efficiency. Ÿ Section 2 contains a review of GHG emissions from residential housing and related transportation emissions as well as relevant Canadian policy developments. Ÿ Section 3 reviews and defines different types of financial instruments with examples and information on the overall status of their application in Canada and the United States. Ÿ Section 4 provides the rationale for selecting seven case studies for further study. Ÿ Section 5 contains general findings on critical success factors, general market research and design criteria for future program development and consideration. Ÿ Section 6 contains the conclusion and recommendations The report provides seven detailed case studies and over sixty general case studies on a wide range of financial measures to improve residential energy efficiency. A number of key 'lessons learned' in terms of their design and implementation for maximum market penetration are provided. These lessons could form the basis of a national home energy efficiency retrofit strategy.

In the 1990s, the issue of human resource development in Malaysia has gained prominence in public and private policy circles. Discussions center around training policy, where there are concerns about acute labor shortages, and around industrial development policy, which strives to maintain a skilled and well-trained workforce to increase competitiveness and attract foreign direct investment. But policymakers have been forced to make critical decisions on resource allocation and to design policies without access to comprehensive training data, especially from the private sector. This usually results in supply-oriented policies stemming from mismatches between skills supplied by public training institutions and those actually needed by industry. This report attempts to fill this information gap on private sector training as an aid in formulating training policies that are more demand-driven. The report contains rigorous analysis of private sector-led training and addresses the issue of whether firms in Malaysia underinvest in training. Data came from the Malaysia Economic Planning Units 1994-95 survey and analysis of 2,200 manufacturing firms. The survey elicited information on firm-sponsored training and on a wide range of firm attributes, including size, industry, local or foreign ownership, equipment technology, quality control systems, markets and exports, workforce characteristics, wages and other compensation, and production. The data document, for the first time, the incidence and characteristics of training in Malaysian industry, across firms of different sizes, ownership, and output profiles. The data create an unprecedented opportunity to study the critical links between training, new technology, and quality control. A joint publication of the World Bank, the United Nations Development Programme, and the Malaysia Economic Planning Unit.
