This book traces the origins, life and death of Administrative Science in Italy as an academic discipline between the nineteenth and twentieth centuries. It does so by combining the study of ideas, institutional history, intellectual history and social history. The Faculty of Law first introduced Administrative Science in 1875, with the aim of providing the elite with the necessary tools to distribute wealth more equally, to take care of the population and, thus, to make the young Italian State more legitimate in the eyes of the emerging masses. Law and social sciences were merged with the aim of increasing reforms, including that of creating a State of Happiness for all citizens. Throughout its 70-year existence, Administrative Science was deprived of its contents and scientific independence, and academically overshadowed by Administrative and Public law. Finally, although the liberal elites discarded the reformer project of Administrative Science even before Fascism turned everything upside down, most of the original traits of this knowledge were absorbed into Fascist corporate and totalitarian structures.

This book examines the historical process that led to the foundation of the Italian Republic and its constitution, viewed through the personal experiences and political reflections of Adriano Olivetti (between 1919 and 1960), general manager and president of the well-known typewriter manufacturer “Ing. C. Olivetti & C.” An unbroken line of reasoning linked his maturing political reflections during the two post-war periods. The historical context of the 1950s did not prove to be very propitious, but the guidelines dispersed throughout the Italian cultural and political world from the movement that Olivetti founded were certainly seminal – generating a legacy of ideas that has only in part been recognized. What makes this study distinctive is the original approach to reading the history of Italy through Adriano Olivetti’s eyes and thoughts, far from the more common Christian Democratic or Communist perspective of those years. It is simply another view of what the Italian Republic could be and was not.

In the first complete English-language study of Giolitti, De Grand examines the political life of Italy's most notable prime minister after Cavour. Giolitti emerges not as a transitional figure leading fledgling Italy into modern democracy, but as a staunch adherent of 19th-century elitist liberalism trying to navigate the new tide of mass politics. De Grand's careful research offers valuable insight into Giolitti as statesman and, through him, a vantage point on the development of Italy during a critical period. Giolitti's troubled relationship with mass politics defined his years in office. A life-long bureaucrat aloof from the electorate, Giolitti introduced near universal male suffrage—even while commenting that first teaching everyone to read and write would be a more reasonable route—and tolerated labor strikes. Rather than reform the state as a concession to populism, however, Giolitti sought to accommodate the politics of the piazza under the roof of liberal parliamentarianism, first in his pursuit of coalitions with Socialist and Catholic groups, and finally, at the end of his political life, in a failed courtship with Fascism.

The Max Planck Handbooks in European Public Law series describes and analyses the public law of the European legal space, an area that encompasses not only the law of the European Union but also the European Convention on Human Rights and, importantly, the domestic public laws of European states. ItalyÆs Foreign Policy in the Twenty-First Century: The New Assertiveness of an Aspiring Middle Power, edited by Giampiero Giacomello and Bertjan Verbeek, shows how changes in ItalyÆs international and domestic environment since the early 1990s have affected ItalyÆs foreign policy and raised its aspiration to become, and be treated as, a middle power. The contributors theoretically engage with both rationalist and constructivist accounts of middle-power. They reveal that the end of the Cold War, the advent of globalization, and the rise in institutionalized regional cooperation have increased ItalyÆs freedom to maneuver. At the same time, however, these changes have decreased ItalyÆs policy freedom as a result of delegation of policy competencies to the European Union and the need for cooperation in a globalized world. Domestic changes, notably the transition from the First to the Second Republic and the transformation of political leadership under Prime Minister Silivio Berlusconi, have altered the way domestic politics is played out in foreign policy. Rather than adopting the more common focus on ItalyÆs bilateral relations with other counties or regions, this collection centers on actors, issues and policy instruments in vital areas of ItalyÆs foreign policy.
