The U.S. Army Corps of Engineers provides design and construction management services for military and civil works programs. In 1986, the military programs for Army, Air Force, defense agencies, and several nondefense agencies exceeded $6 billion and required a 14,000-person work force to execute. Managers in USACE must continually adjust the work force to accommodate changes in the the size, location, and composition of the annual workload. To do this, they need the capability to quickly and accurately forecast manpower and funding requirements and to allocate the available resources to operating Divisions and Districts. We have developed the Corps of Engineers Resource and Manpower Management System (CERAMMS) to provide that capability for Military programs. This system enables managers to forecast manpower requirements, planning and design (P & D) funding requirements, and supervision and administration (S & A) funding requirements for all of USACE and its individual Divisions and Districts. It also enables managers to examine options for allocating resources to the Divisions and Districts.

For fiscal year 1989, the total manpower requirement estimated CERAMMS (based on actual workload) was within 1 percent of actual total manpower utilization. To increase the value of CERAMMS and help ensure its acceptance as an official Army staffing standard, we also identified 38 functional standard work center codes (used in developing Army Tables of Distribution and Allowances), estimated manpower utilization coefficients by type of work for each such code, and incorporated this additional information into CERAMMS. We recommended the continued use of CERAMMS to determine Corps military manpower and funding requirements and to identify field organizations with usually high or low levels of apparent efficiency. We also recommended that the functional codes be revised as appropriate, and that similar validation efforts be repeated in the future."--Stinet

In July 1982, the engineer Studies Center was asked to assist the Directorate of Resource Management (then called the Resource Management Office) in improving Army Corps of Engineer (USACE) manpower management procedures. A major part of ESC's initial involvement was to be the design and implementation of mathematically-based methodology that among other things would allow Corps managers to: prioritize manpower assignments; consider function, organization, contratual, and appropriation features; and combine requirements and allocations in one integrated system. Several events occurred which shifted emphasis from methodology to standards development. Because of the promise of dthe system it was designing, ESC decided against simply abandoning the methodology. Instead, the progress that had been made would be documented and an exaple that would illustrate the desirable features of the model would be created. This report has a threefold purpose: to describe the events and considerations that argued against developing a new system prior to the availability of standards, to briefly define the linear programming approach, and to describe and illustrate the prototype allocations and requirements system that ESC believes satisfies USACE's stated needs. The U.S. Army Corps of Engineers (Corps) is responsible for construction, operations, and maintenance of much of the nation's water resources infrastructure. This infrastructure includes flood control levees, multi-purpose dams, locks, navigation channels, port and harbor facilities, and beach protection infrastructure.
