La Convention contient également des mesures de prévention et couvre la situation juridique des victimes des infractions précitées. C'est, dans ce domaine, le premier instrument international de droit pénal qui met à la disposition des Etats parties un cadre juridique clair pour lutter contre la grave menace croissante pour la santé publique que constituent la contrefaçon des produits médicaux et d'autres pratiques dangereuses du même type.
