Reflecting on almost three decades of postsocialist transformations, the second edition of Globalization on the Margins explores continuities and changes in Central Asian education development since the dissolution of the Soviet Union in 1991, with a particular focus on the developments that took place since the production of the first edition in 2011. Rather than viewing these transformations in isolation, the authors place their analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This new edition, in addition to a revised introduction and a newly added conclusion, consists of four thematic sections, each reflecting a key theme in the educational life of the Central Asian states. These thematic sections, introduction and conclusion collectively update our understanding of the recent developments and challenges in education of the five Central Asian states. They, however, go beyond mere information update, so as to complicate, re-engage, re-form and re-define the margins, taking up ‘margins’ a conceptual, geographic, cultural, and geo-political construct. Notwithstanding the diversity of local and international authors, variety of theoretical perspectives, methodological approaches, and conceptual lenses, the essays reveal the complexity and uncertainty of the post-socialist education transformations. This book focuses on the globalisation of the Cold War in the years 1975-85, highlighting the transformation from bipolar US-Soviet competition to global confrontation. Offering a detailed analysis of this fundamental shift that occurred during this period, as well as the interconnections of this process with the new industrial-technological revolution, this book demonstrates how the United States returned to a position of global economic leadership. In so doing, the book aims to challenge the traditional and misleading paradigm that interprets the gradual development of the Cold War in basic bipolar terms; in fact, most of the factors triggering superpower attitudes and interplay were linked to a complex web of relations with their allies, as well as to the political, economic, social, ideological and military factors structurally intrinsic to the ‘peripheral’ regions where the confrontation actually took place. Many of the essays in this volume focus on the foreign and security policies of the United States, with the aim of reassessing the Carter administration as the foundation for Reagan’s final show-down with the Soviet Union. In this book, authors showcase the worldwide spread of Workers’ Faculties as an example of both cooperation between socialist countries in education, and globalization processes in the field of education. Based on extensive research carried out in Cuban, German, Mozambican, and Vietnamese archives as well as expert interviews, it combines detailed case studies of educational transfers and policy implementation with a discussion of theoretical approaches to the study of globalization in and of education.Research on Workers’ Faculties provides an especially interesting example for the study of educational transfer between socialist countries as well as for the interplay of such transfers with processes of globalisation for two reasons. On one hand, the first Workers’ Faculties were established already shortly after the October Revolution in Russia, and Workers’ Faculties continue to exist in Cuba until today. A study of these institutions therefore provides a dynamic perspective covering the whole period of the existence of the socialist camp. This edited volume focuses on how international education policy, set by international policymakers and donors, influences local education policy in developing countries. The book’s primary purpose is to give voice to scholars from developing countries and regions around the world by inviting them to explore how the international policy, invariably linked to international aid, influences education policy formation and implementation in their country or region and how this influence does or does not meet the local cultural, social, economic, and political needs. A relatively recent and small body of research and commentary supports a discourse that questions how well international education policy mandates such as Education For All serve the needs of developing countries. The intent of this book is to advance this discourse by giving voice to local scholars who observe and study the donor process. The book will be divided into two sections: the first section will set the stage for the discussions in the second section by providing theoretical and historical context for international education policy. As a framework for understanding, the book adopts the position that international policy does not have either the ability or the intent to serve the widely diverse needs of development around the world. International education policy has been formed, historically, by wealthy nations and agencies dominated by Western theoretical paradigms. In recent years, donor countries have made an effort to collaborate with developing countries in developing international education policy goals; however, this collaboration has been limited. Following establishment of the context of international education policy, section II of the book provides a forum for scholars from around the world to openly discuss and critique the impact of international policy on education in their country or region.
