[Résumé français] Ce travail de thèse présente un débitmètre à ultrasons conçu en tant que capteur intelligent pour la mesure de débits des écoulements à surface libre ou en conduites fermées. Ce débitmètre est utilisé pour assurer une gestion rationnelle des ressources en eau d'un réseau hydraulique mixte. Il répond à la forte demande des autorités de supervision des ressources en eau dans les régions semi-arides d'agriculture irriguée. Un état de l'art et les principes généraux des mesures de débits de liquide par ultrasons sont donnés. Le débitmètre proposé utilise le principe de la mesure des délais entre les impulsions envoyées vers l'amont et vers l'aval dans le fluide. L'approche repose sur la mesure de la différence du temps de transit des ondes acoustiques sur une ou plusieurs cordes de mesure, réparties sur un intervalle suffisant, de manière à assurer la précision requise. Cette méthode permet une véritable intégration du profil des vitesses ce qui assure une meilleure précision. La vitesse du Son dans le fluide est éliminée des calculs grâce à l'utilisation des temps de transmission réciproques. Les calculs de débit sont assurés par un micro-processeur. Les calculs théoriques et les technologies proposées ont donné lieu à la réalisation de prototype expérimental. Les premiers essais sont menés en laboratoire, dans une boucle d'essais et de mesures hydrauliques à conduite fermée de diamètre 100 mm, les mesures fournies par le débitmètre à ultrason, sont comparées à celles fournies par un débitmètre volumétrique étalon qualifié d'une grande précision. Les seconds essais sont réalisés dans un canal artificiel de forme trapézoïdale à ciel ouvert de largeur au miroir 1.12 m et de hauteur maximale 1.30 m, de dimensions géométriques bien maîtrisées. Les mesures sont maintenant comparées à celles fournies par un moulinet hydrométrique rendu intelligent par l'adjonction d'un microprocesseur et d'un système de comptage d'impulsions par voie optique. L'étalonnage de ce moulinet intelligent a été effectué en site, les mesures effectuées sont consignées sur une fiche de jaugeage, la loi de tarage a été parfaitement déterminée. Ce dispositif original sera qualifié de débitmètre de référence en canal peu profond et à surface libre. Les résultats trouvés sont encourageants, l'erreur relative de la mesure n'excède pas 1% en conduite fermée, 2% pour la technique de mesure dite mono-canal à ciel ouvert et 1% seulement pour la mesure bi-canaux à ciel ouvert.
