The Air Force has used Contractor Logistics Support (CLS) for off-the-shelf or commercial derivative aircraft since 1948. This thesis traces the evolution of CLS, discusses the current USAF aircraft utilizing this support concept, and compares eight CLS contracts. An aircraft characteristics data base is developed for the E-4, C-9A, C-12A, T-43, KC-10, UV-18B, T-41, and C-20A. CLS contract costs are used as a dependent variable to provide an example of a parametric procedure that can be used to estimate CLS costs on proposed aircraft. Analogy as an alternate procedure is suggested. Recommendations on improving the CLS cost estimating in the future are presented. (Author).

This Cost Estimating Relationship (CER) for Fixed Wing Aircraft was developed to estimate the unit cost of a twin engine, commercial, turbo-prop aircraft procured off the shelf. The Army has a limited fixed wing capability and most of this capability is procured in a commercial environment instead of through a typical rotor wing procurement cycle. The list price in the commercial market includes both engines and standard avionics, while in a typical Government rotor wing procurement these items are Government Furnished Equipment. Therefore, this CER was developed using the parameter of empty weight and aircraft commercial list price. The data collected was analyzed using the Statistical Analysis System (SAS) on the AVSCOM Scientific and Engineering Computer System. The program developed is a linear regression of the form (y = a + bx), and the results are shown in the report.

This study develops cost estimating relationships (CER) to estimate the cost of supply support for the maintenance of aircraft simulators. These CER's will be used in the Contractor Operation and Maintenance of Simulators (COMS) environment. The analysis techniques used to develop and validate these relationship include linear regression (simple and multiple), analysis of univariate distributions, simulation modeling, and linear optimization modeling. The regression analysis concludes that no useful CER is present in the cost elements represented by the sample of data gathered from actual simulator operations. There is, however, a useful CER present in another smaller set of data derived from the successful bids of eight contractors. These submissions were for maintenance with and without supply support. A simulation model was constructed to provide an independent cost estimate for use with the maintenance CER developed above. Analysis of univariate distributions was used to transform maintenance data from an operational simulator suite for use in the verification of the simulation model. Finally, an optimization model formulation is recommended for further investigation.
