The book focusses on the enforcement of consumer law in order to identify commonalities and best practices across nations. It is composed of twenty-eight contributions from national rapporteurs to the IACL Congress in Montevideo in 2016 and the introductory comparative general report. The national contributors are drawn from across the globe, with representation from Africa (1), Asia (5), Europe (15), Oceania (2) and the Americas (5). The general report proposes a general introduction to the question of enforcement and effectiveness of consumer law. Traditionally, consumer law has played an instrumental role in the EU as a tool for market integration. There are now signs in the new EU legal framework and jurisprudence that this may be changing. This research study examines the use of mobile phones and the Internet among people experiencing homelessness in Australia, to better inform policies for consumers facing hardship. Interviews were conducted with 95 families, young people and adults in metropolitan Melbourne and Sydney, regarding mobile phone ownership, phone acquisition and sharing, important use, internet use and important reasons for usage, access and connectivity, affordability and costs, and user strategies for saving costs and staying connected. The study found a high level of mobile phone connectivity, and that for homeless people - as well as those at imminent risk of homelessness - mobile phones are essential and a matter of survival. The report concludes with recommendations for mobile service providers and government agencies and support services.
