This book examines the factors involved in consumer responses to food produced in regions near the Fukushima Daiichi Nuclear Plant following the March 2011 Eastern Japanese earthquake, and assesses how responses to reports on food safety and risk of radiation contamination shaped consumer perceptions of and subsequent behavior toward products from the Fukushima prefecture. On the basis of a survey conducted in 2014 among 8,000 consumers from all parts of Japan and focusing on ten food products (rice, cucumbers, apples, shiitake mushrooms, beef, pork, eggs, tuna fish, wakame seaweed, and mineral water) it investigates consumer choices specifically based on rumor (“fuyou”) and not fact as well as how “fuyou” damage shaped such choices. It then goes on to analyze the differences between these customer choices.

The triple disaster that struck Japan in March 2011 forced people living there to confront new risks in their lives. Despite the Japanese government’s reassurance that radiation exposure would be small and unlikely to affect the health of the general population, many questioned the government’s commitment to protecting their health. The disaster prompted them to become vigilant about limiting their risk exposure, and food emerged as a key area where citizens could determine their own levels of acceptable risk. Food Safety after Fukushima examines the process by which notions about what is safe to eat were formulated after the nuclear meltdown. Its central argument is that as citizens informed themselves about potential risks, they also became savvier in their assessment of the government’s handling of the crisis. The author terms this “Scientific Citizenship,” and he shows that the acquisition of scientific knowledge on the part of citizens resulted in a transformed relationship between individuals and the state. Groups of citizens turned to existing and newly formed organizations where food was sourced from areas far away from the nuclear accident or screened to stricter standards than those required by the state. These organizations enabled citizens to exchange information about the disaster, meet food producers, and work to establish networks of trust where food they considered safe could circulate. Based on extensive fieldwork and interviews with citizens groups, mothers’ associations, farmers, government officials, and retailers, Food Safety after Fukushima reflects on how social relations were affected by the accident. The author vividly depicts an environment where trust between food producers and consumers had been shaken, where people felt uneasy about their food choices and the consequences they might have for their children, and where farmers were forced to deal with the consequences of pollution that was not of their making. Most poignantly, the book conveys the heavy burden now attached to the name “Fukushima” in the popular imagination and explores efforts to resurrect it.

In this book, additional data collected in the subsequent years are presented to show how the radioactivity level in agricultural products and their growing environments have changed with time. The data clarify the route by which radioactive materials entered agricultural products and their movement among different components (e.g., soil, water, and trees) within an environmental system (e.g., forests). The book consists of various topics, including radioactivity inspection of food products; decontamination trials for rice and livestock production; the state of contamination in wild animals and birds, trees, mushrooms, and timber; the dynamics of radioactivity distribution in mountain and paddy fields; damage incurred by the forestry and fishery industries; and the change in consumers’ minds. Food credence attributes are food features that are difficult to verify even after consumption. Consumers, today, are concerned about many food credence attributes, including animal rights, contamination risk, fair trade practice, genetic modification, geographical origin, and organic farming. For the past several decades, many scholars have analyzed the value consumers place on credence attributes and have reported that consumers will pay a premium for foods with these desirable properties. In addition, their studies reveal that individual consumers place greater importance on some credence attributes than others. For example, some are seriously concerned about animal welfare, while others are solely concerned about food safety. In a large-scale nuclear emergency affecting food and agriculture, the release of radionuclides to the environment can severely impact the food chain and human health. Up-to-date information of soil, water and crops are pertinent to informing decisions that prevent potentially contaminated products from reaching consumers. However, traditional management and visualisation of data are constrained in response times and decision-making accuracy as they are often not centralized and performed manually. Developments in information technology (IT) allow for Decision Support System (DSS) tools and algorithms to enhance real-time management of large volumes of data and decision-making in a spatio-temporal context. These IT support functions increase the capacity of stakeholders to focus on the most important matters at hand – ensuring food and consumer safety. This publication presents the challenges and solutions of real-time data management, geo-visualisation and decision making, as well as two case-studies of how innovative IT systems can assist in nuclear emergency response affecting food and agriculture. One of the case studies presented is by the Soil and Water Management and Crop Nutrition Laboratory of the Joint FAO/IAEA Division; the other case study by Japanese Competent Authorities in the aftermath of the Fukushima Daiichi Nuclear Power Plant accident.
