Book Description
Constructability is defined as the ease with which a project can be built and the inherent capability of contract documents to be understood, bid, administered, and enforced. Essential for a high degree of constructability is the effective review of contract documents and resolution of identified problem areas prior to advertisement and award. This report first examines the definition of a ROICC(Navy Resident Office in Charge of Construction) constructability review and explores the impacts of poor reviews and causes of contract document errors. Next, a summary and analysis of existing ROICC constructability reviewing guidance culminates in conclusions and recommendations for guidance improvements. It is recommended that a thorough how-to form of constructability review guidance is needed to replace current guidance consisting of brief memory aid checklists. The second section of the report details such a proposed how-to guide for ROICC constructability reviews. It consists of detailed reviewing guidance and illustrative examples.

Book Description
Constructability is the optimum use of construction knowledge and experience in planning, design, procurement, and field operations to achieve ove rall project objectives. A major challenge of implementing constructability is how to effectively integrate construction knowledge and experience into each sub-stages of design stage. But constructability input has been hindered by the designer's par tial understanding of construction requirements, diverging goals between design and construction professionals, and the resistance of the owners to formal construct ability approaches because of the highly visible extra cost to projects. This project attempts to present how the design process can be further enhanced through direct intervention of contractors. The project first presents a brief summary of two contracting methods that address this issue such as: design-build and design-bid-build. By combining design and construction services under one contra ct (design-build), an opportunity exists to totally integrate the work of contracto r and the design consultant. Also, the approach of the traditional design-bid-build that b rings the contractor on board early under a professional fee contract type to administ er the pre-construction services. These two methods could be resisted by some owners fo r not having the capacity to afford the cost of construction staff at early-on pro ject start. This project presents a mechanism for "early contractors' intervention". This mechanism assures a less costly participation for contractors' among the contrac ting methods presented above and sometimes free participation with a full integration of construction knowledge through design sub-stages.
