Bridge condition assessment is one of the most essential elements of Bridge Management Systems (BMS). This is owing to the fact that available inputs from assessment reports are constantly interpreted for maintenance decisions and budget allocation to critical bridges within a region’s inventory. Thus, performing effective bridge assessment is vital to ensure safety and sustainability of the bridge infrastructure. In practice, the evaluation of concrete bridges is mostly conducted on the basis of visual inspection, which is associated with considerable subjectivity and uncertainty inherent in human judgments. Additionally, current bridge assessment practices were found to be oversimplified, with conclusions being often drawn in absence of in-depth review and consideration of critical factors. To remediate the existing shortcomings and ameliorate the bridge assessment process, this study proposes a fuzzy Hierarchical Evidential Reasoning (HER) approach for detailed condition assessment of concrete bridges under uncertainty. The essence of the suggested framework addresses the treatment and aggregation of uncertain measurements of detected bridge defects, in a systematic manner, to establish an enhanced platform for reliable and detailed bridge assessment. The significant features of this methodology can be summarized in the following points. First, the proposed approach utilizes a generic hierarchy that models the several levels of a concrete bridge under assessment; namely: bridge components, elements, and measured defects. Second, the proposed model is set to account for relative importance weights of all assessment factors in the hierarchical breakdown. Third, a novel HER assessment belief structure is employed to grip probabilistic uncertainty (ignorance) in bridge evaluation, whereas fuzzy uncertainty (subjectivity) is processed through a set of collectively exhaustive fuzzy linguistic variables. Forth, Dempster-Shafer (D-S) theory is eventually applied under the proposed HER framework for the purpose of accumulating supporting pieces of evidence in a comprehensive manner. The suggested model is implemented to arrive at detailed and informative bridge element condition ratings through data acquired from two case study bridges in Canada. As it benefits from a data oriented and structured algorithm, the developed defect-based model is believed to introduce a great deal of objectivity in an otherwise subjective area of infrastructure assessment. This falls within the ultimate goal of enhancing overall public safety and well-being.

This report describes a method for the overall condition assessment and load rating of prestressed box beam (PSBB) bridges based on their dynamic response collected through wireless sensor networks (WSNs). Due to a large inventory of deficient and aging bridges in the United States, the health monitoring of bridges can be very expensive; therefore, new tools for quick, efficient and response-based condition assessment and load rating of bridges will be helpful. The hypothesis is based on the assumption that the health of a bridge is associated with its vibration signatures under vehicular loads. Two WSNs were deployed on a 25-year old PSBB bridge under trucks with variable loads and speeds, and its dynamic response was collected at the current condition. The acceleration response of the bridge at its newest condition was collected from dynamic simulations of its full-scale finite element analysis (FEA) models mimicking field conditions. The FEA bridge model was validated by the field testing and numerical analysis. The acceleration data in time domain were transformed into frequency domain using Fast Fourier Transform to determine peak amplitudes and corresponding fundamental frequencies for the newest and current conditions. The analyses and comparisons of the bridge dynamic response between the newest and the current bridge interestingly indicate a 37% reduction in its fundamental frequency over 25 years of service life. This frequency reduction is linked to the reduction in condition rating of the current bridge. The analysis data, bridge structural dynamics and bridge geometric parameters have been used to calculate the in-service stiffness of the bridge to estimate its load bearing capacity. Using the results and algorithms from this research, application software is developed to instantly estimate the overall condition rating and load bearing capacity of a PSBB bridge under vehicular loads. The research outcome and the software will help in performing quick and cost-effective condition assessment and load rating of PSBB bridges, and may provide a better ability to plan replacements and develop load ratings.

The Manual has been divided into seven sections, with each section representing a distinct phase of an overall bridge inspection and load rating program. Section 1 contains introductory and background information on the maintenance inspection of bridges as well as definitions of general interest terms. Key components of a comprehensive bridge file are defined in Section 2. The record of each bridge in the file provides the foundation against which changes in physical condition can be measured. Changes in condition are determined by field inspections. The types and frequency of field inspections are discussed in Section 3 as well as specific inspection techniques and requirements. Conditions at a bridge site may require more elaborate material tests, and various testing methods are discussed in Section 4. Field load testing is a means of supplementing analytical procedures in determining the live load capacity of a bridge and for improving the confidence in the assumptions used in modeling the bridge. This is described in Section 5. Section 6 discusses the load rating of bridges and includes optional rating methods. The evaluation of fatigue and other special conditions are discussed in Section 7. The successful application of this Manual is directly related to the organizational structure established by the Bridge Owner. Such a structure should be both effective and responsive so that the unique characteristics and special problems of individual bridges are considered in developing an appropriate inspection plan and load capacity determination.

Pursuant to a congressional request, GAO reviewed the Federal Highway Administration's (FHwA) 1986 Highway Bridge Replacement and Rehabilitation Program (HBRRP) report to Congress, focusing on: (1) the accuracy of its National Bridge Inventory; and (2) FHwA procedures for ensuring equitable apportionment of federal funds to states. GAO found that the FHwA report did not accurately identify bridge funding needs and could not ensure equitable apportionment of funds, since FHwA: (1) did not exercise sufficient control or oversight over its field offices to ensure that they adequately examined states' bridge inventory data or states' data collection and reporting methods; (2) did not obtain adequate data from states to differentiate among those bridges requiring total replacement, those requiring remedial improvements, and those that states did not intend to repair; (3) included bridges which were not deficient in its inventory; and (4) allowed states to use inconsistent methods and include inappropriate costs in their estimates of bridge repair costs.
