This document has been prepared to provide guidance to the IOC and its Member States on the strategy required to implement the IOC/GIPME programme, particularly in the development of the Marine Pollution Monitoring System (MARPOLMON) and assigns priorities for future action within this programme. It provides an interpretation of the strategic implications of the Comprehensive Plan to GIPME (IOC, 1976) and develops a strategic framework for future activities within the GIPME programme. This framework is used to assign priorities to planned activities for each major class of contaminant. The current status of development of the entire GIPME programme is then examined in order to detect major omissions within planned activities and to emphasize the need to consider the relative priorities of programmes dealing with the major classes of contaminants (i.e. organohalogens, trace metals and petroleum hydrocarbons).

Voluminous informa tion on organizations engaged in problems of the exploration and use ofthe sea is given in International Marine Organizations by the well-known Polish scientists Lopuski and Symonides, 1978. Meanwhile the increasing volume of practical work related to the participa tion of governmental and scientific bodies as well as individual scientists and specialists in these organizations, the necessity of long-term planning in this field, and the perspectives of the development of these organizations, make necessary a special publication depicting the structure and many-sided activi ties of such international bodies. This book is the first one in which the most complete information on the main marine international organizations is presented.
