Running waters are enormously diverse, ranging from torrential mountain brooks, to large lowland rivers, to great river systems whose basins occupy subcontinents. While this diversity makes river ecosystems seem overwhelmingly complex, a central theme of this volume is that the processes acting in running waters are general, although the settings are often unique. The past two decades have seen major advances in our knowledge of the ecology of streams and rivers. New paradigms have emerged, such as the river continuum and nutrient spiraling. Community ecologists have made impressive advances in documenting the occurrence of species interactions. The importance of physical processes in rivers has attracted increased attention, particularly the areas of hydrology and geomorphology, and the inter-relationships between physical and biological factors have become better understood. The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
