In this book, two leading experts on community action provide the first scholarly examination of the civic renewal movement that has emerged in the United States in recent decades. Sirianni Friedland examine civic innovation since the 1960s as social learning in four arenas (community organizing/development, civic environmentalism, community health, and public journalism), and they link local efforts to broader networks and to the development of "public policy for democracy." They also explore the emergence of a movement for civic renewal that builds upon the civic movements in these four arenas. In contrast to some recent studies that stress broad indicators of civic decline, this study analyzes innovation as a long process of social learning within specific institutional and policy domains with complex challenges and cross-currents. It draws upon analytical frameworks of social capital, policy learning, organizational learning, regulatory culture, democratic theory, and social movement theory. Community empowerment has been frequently studied at subnational levels but it is less clear how to measure it at a national level. Mixed methods approaches would be advantageous using quantitative data from databases plus qualitative information to derive a range of variables and indicators. This report identifies assessment methods that have been used and evidence for integrating qualitative and quantitative data for national assessments. When resources are limited or there is no current practice of measurement of community empowerment the simplest approach is to combine a selection of quantitative variables and indicators available in statistical databases. When resources can be allocated a more systematic approach would supplement such accessible data with some form of rapid qualitative assessment. Ideally a formal national monitoring and evaluation system would be instituted that collects all the relevant quantitative and qualitative data and combines these into a regularly updated assessment.

This edited volume presents the conference papers from the 1st International Conference on Business, Economics, Management, and Sustainability (BEMAS), organized by the Centre for International Trade and Business in Asia (CITBA) at James Cook University. This book argues that the orthodox methods of external risks, climate change adaptation plans, and sustainable economic growth in cities are no longer adequate. These methods, so far, have not only ignored the ongoing structural changes associated with economic development but also failed to account for evolving industries’ composition and the emergence of new comparative advantages and skills. Specifically, this book looks at the vulnerable communities and exposed areas, particularly in urban areas, that tend to experience higher susceptibility to external risks (such as climate change, natural disasters, and public health emergencies) have been largely ignored in incremental adaptation plans. Vulnerable communities and areas not only require different adaptive responses to climate risk but also possess unlocked adaptive capacity that can motivate different patterns of sustainable development to achieve the goals of the 2030 Agenda. It is essential, therefore, to view transformative growth and fundamental reorientation of economic resources as integral parts of the solution. Social disorganisation and vulnerability are other undesired outcomes of the unpredictable and widespread external economic shocks. This is due to a sudden and tough competition between members of society to acquire precious resources, most of which may be depleted during unprecedented events such as natural disasters or pandemics resulting in an even more chaotic and disorganised conditions.
