On 23 June 1985, Air India Flight 182, a Boeing 747-237B was on its way from Montreal, Canada, to London when it was blown up while in Irish airspace, and crashed into the Atlantic Ocean. 329 people perished. It was the largest mass murder in modern Canadian history. The explosion and downing of the carrier was related to the Narita Airport Bombing. Investigation and prosecution took 25 years. The suspects in the bombing were members of the Sikh separatist Babbar Khalsa. Inderjit Singh Reyat, the only person convicted, was sentenced to 15 years in prison.

North American law has been transformed in ways unimaginable before 9/11. Laws now authorize and courts have condoned indefinite detention without charge based on secret evidence, mass secret surveillance, and targeted killing of US citizens, suggesting a shift in the cultural currency of a liberal form of legality to authoritarian legality. The Harbinger Theory demonstrates that extreme measures have been consistently embraced in politics, scholarship, and public opinion, not in terms of a general fear of the greater threat that terrorism now poses, but a more specific belief that 9/11 was the harbinger of a new order of terror, giving rise to the likelihood of an attack on the same scale as 9/11 or greater in the near future, involving thousands of casualties and possibly weapons of mass destruction. It explains how the harbinger theory shapes debates about rights and security by virtue of rhetorical strategies on the part of political leaders and security experts, and in works of popular culture, in which the theory is often invoked as a self-evident truth, without the need for supporting evidence or authority. It also reveals how liberal advocates tend to be deferential to the theory, aiding its deeper entrenchment through the absence of a prominent public critique of it. In a unique overview of a range of skeptical evidence about the likelihood of mass terror involving WMD or conventional means, this book contends that a potentially more effective basis for reform advocacy is not to dismiss overstated threat claims as implausible or psychologically grounded, but to challenge the harbinger theory directly through the use of contrary evidence.

Nearly all research devoted to policing focuses on public uniformed police and their legal use of force. An overwhelming amount of this work draws on evidence from Anglo-American police forces. These twin emphases have led to a limited view. Agencies such as criminal investigation units, intelligence services, private security companies, and military policing organizations have almost entirely escaped scholarly attention. In The Policing Web, Jean-Paul Brodeur looks at policing as a whole. He illuminates its full diversity, showing how it extends far beyond the confines of public police working in uniform and visible to all. Brodeur considers military policing, both when it complements the values of democracy and when it does not. He also discusses criminal individuals acting as police informants, and criminal organizations enforcing their own rules in urban zones deserted by the police. Brodeur argues that the diverse strands of the policing web are united by a common definition that emphasizes the license granted to policing agencies-legally or with impunity- to use means otherwise forbidden to the rest of the population. Employing an international and comparative approach, Brodeur establishes a comprehensive model that links all the components of policing. The policing web, however, is not a neat and well-integrated structure. There is not just one policing web. This book describes and analyzes the convergence of transnational organized crime and jihadist terrorism that has taken place within Russian-speaking social networks in Western Europe. Studies have shown that while under certain circumstances links between criminal organizations and terrorist groups appear, these are usually opportunistic and temporary in nature. Only rarely do they develop into something deeper and transformative, a convergence between crime and terrorism. This book reveals that Russian-speaking transnational organized crime and jihadist terrorism pose a serious threat to security and constitute a major challenge for law enforcement. Through their links with transnational organized crime, Russian-speaking jihadist networks from the Caucasus and Central Asia have easier access to weaponry, commercial explosives, and forged IDs than many other jihadist networks. Being in effect an integral component of transnational organized crime, the Russian-speaking jihadists can be assessed as potentially more capable than many other jihadists. The book assesses the effects of terrorism and organized crime on Russian-speaking diasporas in Western Europe and examines the implications for counterterrorism as well as policing on how to counteract the illegal activities of these networks. Drawing on Swedish court cases the work shows that an additional, and sometimes more effective way, to fight terrorism is by focusing on the non-terrorist types of crime perpetrated by terrorists. This book will be of much interest to students of terrorism and counter-terrorism, political violence, criminology, security studies and IR in general.
