Today in most scientific and technical fields more than 90% of research studies and publications are collaborative, often resulting in high-impact research and development of commercial applications, as reflected in patents. Nowadays in many areas of science, collaboration is not a preference but, literally, a work prerequisite. The purpose of this book is to review and critique the burgeoning scholarship on research collaboration. The authors seek to identify gaps in theory and research and identify the ways in which existing research can be used to improve public policy for collaboration and to improve project-level management of collaborations using Scientific and Technical Human Capital (STHC) theory as a framework. Broadly speaking, STHC is the sum of scientific and technical and social knowledge, skills and resources embodied in a particular individual. It is both human capital endowments, such as formal education and training and social relations and network ties that bind scientists and the users of science together. STHC includes the human capital which is the unique set of resources the individual brings to his or her own work and to collaborative efforts. Generally, human capital models have developed separately from social capital models, but in the practice of science and the career growth of scientists, the two are not easily disentangled. Using a multi-factor model, the book explores various factors affecting collaboration outcomes, with particular attention on institutional factors such as industry-university relations and the rise of large-scale university research centers.

The past two decades have seen an increasing emphasis on large and interdisciplinary research configurations such as research networks, and centers of excellence including those in Social Sciences and Humanities research. In order to understand collaborative research activity in the United States, it is important to understand the contextual environment in which firms pursue a collaborative research strategy. The U.S. environment for formal collaborative research was established through a number of policy initiatives promulgated in the 1980s in response to the widespread productivity slowdown throughout industry that began in the early 1970s and then intensified in the late 1970s and early 1980s. These initiatives include the Bayh–Dole Act of 1980, the Stevenson–Wydler Act of 1980 and its amendments, the National Cooperative Research Act of 1984 and its amendments, and the Federal Technology Transfer Act of 1986. Collaborative Research in the United States offers a critical and retrospective description of collaborative research activity in the United States in an effort to provide a prospective framework for policymakers to evaluate future policy initiatives to encourage such strategic behavior. In recent years, as science becomes increasingly international and collaborative, the importance of projects that involve research teams and research subjects from different countries has grown markedly. Such teams often cross disciplinary, cultural, geographic and linguistic borders as well as national ones. Successfully planning and carrying out such efforts can result in substantial advantages for both science and scientists. The participating researchers, however, also face significant intellectual, bureaucratic, organizational and interpersonal challenges. Building Infrastructure for International Collaborative Research in the Social and Behavioral Sciences is the summary of a workshop convened by the National Research Council's Committee on International Collaborations in Social and Behavioral Sciences in September 2013 to identify ways to reduce impediments and to increase access to cross-national research collaborations among a broad range of American scholars in the behavioral and social sciences (and education), especially early career scholars. Over the course of two and a half days, individuals from universities and federal agencies, professional organizations, and other parties with interests in international collaboration in the behavior and social sciences and education made presentations and participated in discussions. They came from diverse fields including cognitive psychology, developmental psychology, comparative education, educational anthropology, sociology, organizational psychology, the health sciences, international development studies, higher education administration, and international exchange.

This literature review has the goals of: (1) reviewing and summarizing the existing research literature on factors which influence the success of collaboration; and (2) reporting the results of the research literature review so that people who want to initiate or enhance a collaborative effort can benefit from the experience of others. The review used computer-based bibliographies, contacted researchers interested in the topic, and tracked down bibliographic references in each document obtained. The scope of the search included the health, social science, education, and public affairs arenas. From the 133 studies examined, the screening excluded those documents that were general "how to" manuals, did not meet the definition of collaboration, or failed to meet other research criteria. After the screening, 18 studies remained and were reviewed carefully. The findings of the studies were blended together to identify 19 factors that influence successful collaboration.
