"Book Abstract and Keywords: The study of Japanese politics has flourished over the past several decades. This Handbook provides a state-of-the-field overview for students and researchers of Japanese. The volume also serves to introduce Japanese politics to readers less familiar with Japan. In addition, the volume has a theme of "evaluating Japan's democracy." Taken as a whole, the volume provides a positive evaluation of the state of Japan's democracy. The volume is divided into two parts, roughly corresponding to domestic Japanese politics and Japan's international politics. Nonformal Education and Civil Society in Japan critically examines an aspect of education that has received little attention to date: intentional teaching and learning activities that occur outside formal schooling. In the last two decades nonformal education has rapidly increased in extent and significance. This is because individual needs for education have become so diverse and rapidly changing that formal education alone is unable to satisfy them. Increasingly diverse demands on education resulted from a combination of transnational migration, heightened human rights awareness, the aging population, and competition in the globalised labour market. Some in the private sector saw this situation as a business opportunity. Others in the civil society volunteered to assist the vulnerable. The rise in nonformal education has also been facilitated by national policy developments since the 1990s. Drawing on case studies, this book illuminates a diverse range of nonformal education activities; and suggests that the nature of the relationship between nonformal education and mainstream schooling has changed. Not only have the two sectors become more interdependent, but the formal education sector increasingly acknowledges nonformal education’s important and necessary roles. These changes signal a significant departure from the past in the overall functioning of Japanese education. The case studies include: neighbourhood homework clubs for migrant children, community-based literacy classes, after-school care programs, sport clubs, alternative schools for long-term absent students, schools for foreigners, training in intercultural competence at universities and corporations, kôminkan (community halls), and lifelong learning for the seniors. This book will appeal to both scholars of Japanese Studies/Asian Studies, and those of comparative education and sociology/anthropology of education.

The Fukushima Daiichi nuclear accident that followed the March 2011 tsunami and earthquake in Japan shocked the world. In the wake the of the disaster, questions were asked as to why Japanese antinuclear movements were not able to prevent those with vested interests, such as businesses, bureaucrats, the media and academics, from facilitating nuclear energy policies? This book is devoted to analyzing contemporary capitalism both in Japan and in the world economy by using the theoretical framework of the French régulation theory and by revisiting the theory of civil society in postwar Japan. The Japanese theory of civil society proposed unique thinking about “freedom and equality” and “human rights” in the postwar era but could not help to come up with effective concepts for an economic analysis of that capitalism of the period. On the other hand, the régulation theory born in the 1970s is well known by its definition of postwar capitalism as Fordism, based on the elaboration of a new conceptual framework, but it soon proved unable to directly explain Japan’s experience by that central concept of Fordism. Inspired by consideration of Japanese civil society and also by the regulationist framework, the author has forged new analytical concepts such as “companyism” to understand Japanese capitalism including the recent “lost decades”, and he elaborates more carefully the concepts of “growth regime” and “institutional change” to grasp the dynamics of the world economy including today’s neoliberal trend. The original benefits of the book consist in 1) reviving a Japanese theory of civil society in the postwar period, 2) applying the régulation theory to the analysis of contemporary Japan, and 3) offering theoretical reflections on the conception of the world economy. Consequently, the author pays special attention to the relationship between the political and the economic as well as regulationist tools and the theory of civil society’s perspective. The principal message of the book is that capitalism or the market economy must be supported by a sound civil society.

Civic engagement is a concept of action that has become part of common vocabulary, not only in the West but also in many other regions of the world as well. A growing, yet still small number of scholarly works has recently emerged showing how in Japan citizen activism, volunteering, and social action for a public cause are dev- oping. This present volume is another, and in my view, important addition to the body of knowledge on civic engagement in Japan. The majority of books on related issues in Japan take on the perspective of organized civic life, in nongovernmental organizations (NGOs) or nonprofit organizations (NPOs): we know quite a number of things about the quantitative trends in these organizations, on their positioning, on their difficulties, and on the institutional contexts in which they have to work. We know relatively little – except for a small number of topical qualitative case studies – on broad issues that relate to civic engagement in Japan, inside or outside these formal organizations. This volume is the first to offer a wide scope of broad variety of forms of civic engagement in contemporary Japan. The volume is quite forceful in counterbalancing oversimplified ideas on an “ideal” civil society in which state, market, and civil society organizations are in- pendent and at best take on oppositional stances.
