Book Description
This book examines civil society empowerment during the EU enlargement process. Building on extensive fieldwork, it compares mobilisation around rule of law issues in Croatia, Montenegro, and Serbia. Moving beyond the traditional focus on the top-down impact of EU support, it demonstrates NGOs’ agency and analyses their shifting strategies throughout the membership negotiations. Its approach and findings will appeal to scholars and advanced students of EU integration, social movements, and the politics of South East Europe.

Book Description
Through the intervention of the European Union, the lives of people living in Bosnia-Herzegovina, Serbia and Kosovo have been transformed beyond recognition. From the perspective of the Western Balkans today, the EU looks and acts like a development agency with a broad brief and deep pockets. Yet until the end of the twentieth century, external relations and foreign policy were minor aspects of EU activity. How and why has the role of the EU changed so dramatically and what does this reveal about the future development of the Balkan states? Europe's Balkan Dilemma offers the first comprehensive analysis of the impact of EU assistance and intervention in Bosnia-Herzegovina, Serbia and Kosovo. Adam Fagan places the fundamental question of what has been achieved through the EU's increased involvement in the region in the context of the EU's ambitions in global security and conflict management beyond the Balkan states. Europe's Balkan Dilemma will be a vital resource not only for students of International Relations and European Studies but also for anyone involved in helping to equip this tumultuous region for the next phase in its eventful history.

Book Description
Since the fall of communism in 1989 Southeast Europe has been a site of far-reaching societal transformation, much of it marked by political crisis, economic upheaval, ethnic tension, and bitter war. The book comprises articles investigating the history and development of civil society in post-communist Southeast Europe. How is civil society to be grasped, what are the historical factors shaping the civil societies of the region?, what is the function of civil society in the transition to democracy and a market-economy?, and what are the prospects for the future development of the civil societies of the region in an age of globalization?, –these are just a few of the major questions addressed in this collection of articles. Many of the authors are social scientists, philosophers, and activists from the region, offering first-hand critical analysis of the state of civil society in Southeast Europe and suggesting theoretical and practical strategies for the future course of its development. The aim is to provide the reader with insight into the complex challenges that face the civil societies of the region.

Book Description
Less than two decades after the Yugoslav Wars ended, the edifice of parliamentary government in the Western Balkans is crumbling. This collapse sets into sharp relief the unreformed authoritarian tendencies of the region's entrenched elites, many of whom have held power since the early 1990s, and the hollowness of the West's "democratization" agenda. There is a widely held assumption that institutional collapse will precipitate a new bout of ethnic conflict, but Mujanovic argues instead that the Balkans are on the cusp of a historic socio-political transformation. Drawing on a wide variety of sources, with a unique focus on local activist accounts, he argues that a period of genuine democratic transition is finally dawning, led by grassroots social movements, from Zagreb to Skopje. Rather than pursuing ethnic strife, these new Balkan revolutionaries are confronting the "ethnic entrepreneurs" cemented in power by the West in its efforts to stabilise the region since the mid-1990s. This compellingly argued book harnesses the explanatory power of the striking graffiti scrawled on the walls of the ransacked Bosnian presidency during violent anti-government protests in 2014: 'if you sow hunger, you will reap fury'.

Book Description
This book examines the evolution of liberal peacebuilding in the Balkans since the mid-1990s. After more than two decades of peacebuilding intervention, widespread popular disappointment by local communities is increasingly visible. Since the early 2010s, difficult conditions have spurred a wave of protest throughout the region. Citizens have variously denounced the political system, political elites, corruption and mismanagement. Rather than re-evaluating their strategy in light of mounting local discontent, international peacebuilding officials have increasingly adopted cynical calculations about stability. This book explains this evolution from the optimism of the mid-1990s to the current state through the analysis of three main phases, moving from the initial ‘rise’, to a later condition of ‘stalemate’ and then ‘fall’ of peacebuilding.

Book Description
A prime political objective of the EU is to bring long-lasting stability to, and foster democratisation in, the Western Balkans. This study provides a snapshot of the state of democracy at the local level in Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia, Serbia (including Kosovo) and Montenegro. It examines a number of factors such as: degree of fiscal and legal autonomy; provisions for citizens' involvement in decision-making; implementation of minority rights; civil society; media. It also looks at the strength and salience of central state institutions, issues of self-determination and ethnicity, and past international involvement. An analysis of the achievements and challenges to democracy at the local level is done on a country-by-country basis.
