Disintegrating Empire examines the entangled histories of three threads of decolonization: the French welfare state, family migration from Algeria, and the French social workers who mediated between the state and their Algerian clients. After World War II, social work teams, midlevel bureaucrats, and government ministries stitched specialized social services for Algerians into the structure of the midcentury welfare state. Once the Algerian Revolution began in 1954, many successive administrations and eventually two independent states—France and Algeria—continuously tailored welfare to support social aid services for Algerian families migrating across the Mediterranean. Disintegrating Empire reveals the belated collapse of specialized services more than a decade after Algerian independence. The welfare state’s story, Elise Franklin argues, was not one merely of rise and fall but of winnowing services to “deserving” clients. Defunding social services—long associated with the neoliberal turn in the 1980s and beyond—has a much longer history defined by exacting controls on colonial citizens and migrants of newly independent countries. Disintegrating Empire explores the dynamic, conflicting, and often messy nature of these relationships, which show how Algerian family migration prompted by decolonization ultimately exposed the limits of the French welfare state.

The transition to adulthood is a longer and more complex process than it was just a few decades ago, and a growing number of youth and young adults experience significant challenges in the establishment of an autonomous and independent lifestyle when compared to previous generations. Successful high school graduation followed by employment is no longer the inevitable trajectory for young people, especially in the current socio-economic context where jobs are less accessible and more demanding in terms of specialized skills and higher academic qualifications. How social and intellectual changes undermine our justifications for the welfare state The welfare state has come under severe pressure internationally, partly for the well-known reasons of slowing economic growth and declining confidence in the public sector. According to the influential social theorist Pierre Rosanvallon, however, there is also a deeper and less familiar reason for the crisis of the welfare state. He shows here that a fundamental practical and philosophical justification for traditional welfare policies—that all citizens share equal risks—has been undermined by social and intellectual change. If we wish to achieve the goals of social solidarity and civic equality for which the welfare state was founded, Rosanvallon argues, we must radically rethink social programs. Rosanvallon begins by tracing the history of the welfare state and its founding premise that risks, especially the risks of illness and unemployment, are equally distributed and unpredictable. He shows that this idea has become untenable because of economic diversification and advances in statistical and risk analysis. It is truer than ever before—and far more susceptible to analysis—that some individuals will face much greater risks than others because of their jobs and lifestyle choices. Rosanvallon argues that social policies must be more narrowly targeted. And he draws on evidence from around the world, in particular France and the United States, to show that such programs as unemployment insurance and workfare could better reflect individual needs by, for example, making more explicit use of contracts between the providers and receivers of benefits. His arguments have broad implications for welfare programs everywhere and for our understanding of citizenship in modern democracies and economies.

Ces histoires font régulièrement les gros titres des journaux, ou la rubrique des faits divers. À chaque fois, un cri d’indignation s’empare de l’opinion publique. Comment a-t-on pu laisser faire ça ? Que fait la protection de l’enfance ? "Je travaille pour la protection de l’enfance depuis bientôt 15 ans. Des situations dramatiques, parfois sordides, j’en ai connu quelques-unes, elles font partie de notre univers professionnel. Ce sont les risques du métier. Mais celui-ci est surtout fait de petites choses. C’est un art du quotidien qui s’apprend au plus près des personnes, loin du regard de tous, dans les banalités d’une rencontre, dans les pépites d’une parole. On accuse souvent les travailleurs sociaux de ne pas avoir vu, malheureusement c’est parfois vrai. Il nous arrive d’être aveugles, il nous arrive même de détourner le regard. Mais c’est peut-être parce que tous les jours nous regardons en face ce que plus personne ne veut voir, la face cachée de notre société, la souffrance sous toutes ses formes : la misère, la maltraitance, l’isolement, l’exclusion, la violence conjugale, la maladie... Non seulement nous regardons la souffrance dans les yeux mais nous essayons d’y déceler une raison d’y croire. Et c’est généralement là que pour nous tout commence, sans espoir démesuré mais avec la conviction profonde de pouvoir être utiles. Les éducateurs ne peuvent pas tout, mais ils doivent essayer. Beaucoup de professions partagent cette promiscuité avec la souffrance ordinaire, les médecins, les policiers, les pompiers... mais peu, je crois, la vivent comme nous, de l’intérieur, au sein même des familles, en franchissant les frontières de l’intime. J’ai passé des heures chez les personnes, assis autour de la table du salon à les écouter, un café à la main, debout dans la cuisine à tenter d’apaiser des conflits conjugaux. J’ai maîtrisé un adolescent en crise dans le couloir devant sa soeur médusée, je me suis recueilli devant la photo d’une mère disparue, accroché au mur du salon, sa fille de deux ans dans les bras, ses grands frères à mes côtés, j’ai réconforté une femme, le visage meurtri par les coups d’un mari jaloux, en me demandant comment j’allais bien pouvoir m’occuper de son fils le temps d’une hospitalisation. Ce sont des moments qu’on n’oublie pas, des histoires de tous les jours, des histoires passées sous silence, dont on ne ressort pas indemne mais qui vous construisent professionnellement et humainement. C’est toute la richesse de ce métier, il bat au coeur des autres. Chaque professionnel s’arrange comme il peut pour dépasser les embarras du métier, pour ne pas se laisser submerger par ce qu’il voit. Depuis mes premières années, j’écris. Quelques mots griffonnés à la va vite sur un carnet après un entretien difficile, des pages entières de réflexion pour essayer de comprendre ce qui m’arrive, une phrase qui ramasse ce qui m’encombre. Je livre ici quelques-unes de ces pages, elles couvrent plus d’une décennie passée à accompagner l’enfance en danger. Elles échouent souvent à décrire tout ce que j’ai vécu, à en saisir toute la singularité, mais ces pages lèvent cependant un coin du voile".
