China is on the eve of a demographic shift that will have profound consequences on its economic and social landscape. Within a few years the working age population will reach a historical peak, and then begin a precipitous decline. This fact, along with anecdotes of rapidly rising migrant wages and episodic labor shortages, has raised questions about whether China is poised to cross the Lewis Turning Point, a point at which it would move from a vast supply of low-cost workers to a labor shortage economy. Crossing this threshold will have far-reaching implications for both China and the rest of the world. This paper empirically assesses when the transition to a labor shortage economy is likely to occur. Our central result is that on current trends, the Lewis Turning Point will emerge between 2020 and 2025. Alternative scenarios—with higher fertility, greater labor participation rates, financial reform or higher productivity—may peripherally delay or accelerate the onset of the turning point, but demographics will be the dominant force driving the depletion of surplus labor.

Shopping malls in China create a new pseudo-public urban space which is under the control of private or quasi-public power structure. As they are open for public use, mediated by the co-mingling of private property rights and public meanings of urban space, the rise, publicness and consequences of the boom in the construction of shopping malls raises major questions in spatial political economy and magnifies existing theoretical debates between the natural and conventional schools of property rights. In examining these issues this book develops a theoretical framework starting with a critique of the socio-spatial debate between two influential bodies of work represented by the work of Henri Lefebvre and David Harvey. Drawing on the framework, the book examines why pseudo-public spaces have been growing so rapidly in China since the 1980s; assesses to what degree pseudo-public spaces are public, and how they affect the publicness of Chinese cities; and explores the consequences of their rise. Findings of this book provide insights that can help to better understand Chinese urbanism and also have the potential to inform urban policy in China. This book argues that Latin America must confront two main challenges: greater innovation to increase productivity, and greater inclusion to incorporate more of the population into the benefits of economic growth. These two tasks are interrelated, and both require greater institutional capacity to facilitate both innovation and inclusion. Most countries in Latin America are struggling to escape what economists label “the middle income trap.” While much if not all of the region has emerged from low income status, neither growth nor productivity has increased sufficiently to enable Latin America to narrow the gap separating it from the world’s most developed economies. Although income inequality has diminished across much of the region in recent years, social vulnerability remains widespread and institutional weaknesses continue to plague efforts to achieve equitable development. This volume identifies lessons that can be learned and adapted from experiences within the region and in East Asia, where the middle income trap has largely been avoided.
