Taking a long view of the three-party relationship, and its future prospects In this Asian century, scholars, officials and journalists are increasingly focused on the fate of the rivalry between China and India. They see the U.S. relationships with the two Asian giants as now intertwined, after having followed separate paths during the Cold War. In Fateful Triangle, Tanvi Madan argues that China's influence on the U.S.-India relationship is neither a recent nor a momentary phenomenon. Drawing on documents from India and the United States, she shows that American and Indian perceptions of and policy toward China significantly shaped U.S.-India relations in three crucial decades, from 1949 to 1979. Fateful Triangle updates our understanding of the diplomatic history of U.S.-India relations, highlighting China's central role in it, reassesses the origins and practice of Indian foreign policy and nonalignment, and provides historical context for the interactions between the three countries. Madan's assessment of this formative period in the triangular relationship is of more than historic interest. A key question today is whether the United States and India can, or should develop ever-closer ties as a way of countering China's desire to be the dominant power in the broader Asian region. Fateful Triangle argues that history shows such a partnership is neither inevitable nor impossible. A desire to offset China brought the two countries closer together in the past, and could do so again. A look to history, however, also shows that shared perceptions of an external threat from China are necessary, but insufficient, to bring India and the United States into a close and sustained alignment: that requires agreement on the nature and urgency of the threat, as well as how to approach the threat strategically, economically, and ideologically. For the last decade, China and India have grown at an amazing rate—particularly considering the greatest downturn in the U.S. and Europe since the Great Depression. As a result, both countries are forecast to have larger economies than the U.S. or EU in the years ahead. Still, in the last year, signs of a slowdown have hit these two giants. Which way will these giants go? And how will that affect the global economy? Any Western corporation, investor, or entrepreneur serious about competing internationally must understand what makes them tick. Key to developing national security strategy is figuring out what other countries want. What are their national interests? How do they perceive them? How do they project them onto the world stage? Understanding all of this helps us to predict their behavior. In developing a national security strategy for Asia, the United States must take into account the desires of two emerging giants of the 21st century: China and India. We would be mistaken, Lal argues, if we lumped China and India together in one Asian policy, because these two countries differ greatly from one another. Based on over 120 in-depth interviews with government officials and scholars in Beijing and New Delhi, the author's research yields some surprising news about the differences between China and India. Chinese leaders define their national interest as preservation of the state and territorial unity, whereas Indian decision makers define their national interests in relation to forces beyond India, such as the forces of globalization and their geopolitical status. One factor that accounts for these differences, among the many explored in this book, is the influence of one-party rule in China and parliamentary democracy in India. Another important finding is that China and India are unlikely to pursue hostility with each other. The U.S. approach to Asia will need to take these differences into account.

In the twenty-first century, the Indo-Pacific, which spans from the western Pacific Ocean to the western Indian Ocean along the eastern coast of Africa, has emerged as a crucial geostrategic region for trade, investment, energy supplies, cooperation, and competition. It presents complex maritime security challenges and interlocking economic interests that require the development of an overarching multilateral security framework. This volume develops common approaches by focusing on geopolitical challenges, transnational security concerns, and multilateral institution-building and cooperation. The chapters, written by a cross-section of practitioners, diplomats, policymakers, and scholars from the three major powers discussed (United States, China, India) explain the opportunities and risks in the Indo-Pacific region and identify specific naval measures needed to enhance maritime security in the region. Maritime Security in the Indo-Pacific opens by introducing the Indo-Pacific and outlining the roles of China, India, and the United States in various maritime issues in the region. It then focuses on the security challenges presented by maritime disputes, naval engagement, legal issues, sea lanes of communication, energy transport, humanitarian assistance and disaster relief, as well as by nontraditional threats, such as piracy, terrorism, and weapons proliferation. For decades, leadership in technological innovation has sustained U.S. power worldwide. Today, however, processes that undergird innovation increasingly transcend national borders. Cross-border flows of brainpower have reached unprecedented heights, while multinationals invest more and more in high-tech facilities abroad. In this new world, U.S. technological leadership increasingly involves collaboration with other countries. China and India have emerged as particularly prominent partners, most notably as suppliers of intellectual talent to the United States. In The Conflicted Superpower, Andrew Kennedy explores how the world’s most powerful country approaches its growing collaboration with these two rising powers. Whereas China and India have embraced global innovation, policy in the United States is conflicted. Kennedy explains why, through in-depth case studies of U.S. policies toward skilled immigration, foreign students, and offshoring. These make clear that U.S. policy is more erratic than strategic, the outcome of domestic battles between competing interests. Pressing for openness is the “high-tech community”—the technology firms and research universities that embody U.S. technological leadership. Yet these pro-globalization forces can face resistance from a range of other interests, including labor and anti-immigration groups, and the nature of this resistance powerfully shapes just how open national policy is. Kennedy concludes by asking whether U.S. policies are accelerating or slowing American decline, and considering the prospects for U.S. policy making in years to come.
