This book examines the roles played by China and Europe in the domain of international security in the 21st century. Bringing together Chinese and European expertise on the Sino-European Security relationship , this book positions Europe - both the EU and the major national actors - and China in a global security context. It offers not merely an elaboration of the theme of bilateral security relations, but also introduces a wider view on Europe and China as global security actors. The chapters cover four main themes: the perceptions of and actual relations between Europe and China as security actors; relations of China and Europe with third parties such as the US, Russia, and Iran; Europe and China as actors in multilateral security approaches; Europe and China as (potential) security actors in each other’s technological domain or region. Relations between the European Union and China have grown at a sustained pace across the board in recent times, transforming the relationship from one of previous neglect into a matter of global strategic significance. This book offers an examination of the evolution of contemporary EU-China relations in the economic, technological and high politics dimensions, including implications of the high-tech and security-related elements of the relationship (space and satellite navigation cooperation; advanced technology transfers; arms sales, including the proposal to lift the EU arms embargo on China) for the United States and its East Asian allies. The analysis of EU-China relations is placed in the context of evolving dynamics in transatlantic relations on the one hand, and East Asia's major powers' changing security perceptions on the other. With this approach, this study intends to provide the reader with a better understanding of the global significance acquired by Sino-European relations, while also raising the question as to whether, and to what extent, the promotion of EU space and defence interests in China has made the EU a novel strategic factor in East Asia. This book investigates how Europe should position itself in an era of growing Chinese-American rivalry. The volume explores the contemporary relationship and ongoing dynamics between three of the most powerful players in today’s international relations - the USA, China and Europe. It claims that the intensifying antagonism between Washington and Beijing requires a paradigm shift in European strategic thinking, and takes a trilateral perspective in analysing key issue areas, such as trade, technology, investment, climate change, the BRI, sub-national contacts, maritime security and nuclear non-proliferation.
