This edited volume discusses the contest and contestation between China and Taiwan for diplomatic recognition and supremacy on the African continent. Written by a diverse group of international scholars, this volume provides insight into five interlocking questions and areas: the origins of China and Taiwan’s continent-wide competition for supremacy; China and Taiwan’s foreign policy towards Africa during and after the Cold War; the shift in dominance from Taiwan to China; the changing allegiances of African governments; and the implications of ongoing China-Africa-Taiwan relations on the global system, especially on countries in the Global South. This book is divided into three parts. Part One deals primarily with the early history of both Chinas on the continent. Chapters in Part Two discuss the foreign policy of China and Taiwan toward the African continent. Part Three focuses on the shifting alliances and diplomatic allegiance of African countries towards the People’s Republic of China (PRC) and the Republic of China (ROC). The ongoing tension and hostility between China and Taiwan in Africa are a continuation of the Chinese Civil War (1927-1949) between the forces of the Chinese Communist Party (CCP) which remained in mainland China, and the Kuomintang (KMT) of the Republic of China (ROC) which fled to the island of Taiwan. In contemporary discourse on China-Africa relations, there are, on the one hand, the Sino-pessimists who see China as a giant vacuum-cleaner, sucking up Africa’s resources in order to fuel its own rapid industrialization, and destroying Africa’s development potential in the process. On the other hand, the Sino-optimists see China as the ultimate savior of Africa, capable of or willing to 'develop' the continent. Between the two divergent schools of thought are those sitting on the fence for the time being, the Sino-pragmatists, who are less sanguine for sure about what Africa would gain from China-Africa relations, but are nevertheless willing to reserve judgment until the dust settles. This book is innovative in two ways: it introduces a regional approach to the study of China-Africa relations by focusing on Eastern and Southern Africa; and it puts forward a disciplinary framework- disciplinary in both senses of that term- for interrogating the burgeoning literature about China-Africa relations by conceptualizing the three schools of thought mentioned above.
