The contributors note that the shifting regional balance of power has fueled escalating tensions in East Asia and suggest that adjustment challenges are exacerbated by the politics of policymaking. " Southeast Asia has become a hotbed of strategic rivalry between China and theUnited States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. Chinese Hegemony: Grand Strategy and International Institutions in East Asian History joins a rapidly growing body of important literature that combines history and International Relations theory to create new perspectives on East Asian political and strategic behavior. The book explores the strategic and institutional dynamics of international relations in East Asian history when imperial China was the undisputed regional hegemon, focusing in depth on two central aspects of Chinese hegemony at the time: the grand strategies China and its neighbors adopted in their strategic interactions, and the international institutions they engaged in to maintain regional order—including but not limited to the tribute system. Feng Zhang draws on both Chinese and Western intellectual traditions to develop a relational theory of grand strategy and fundamental institutions in regional relations. The theory is evaluated with three case studies of Sino-Korean, Sino-Japanese, and Sino-Mongol relations during China's early Ming dynasty—when a type of Confucian expressive strategy was an essential feature of regional relations. He then explores the policy implications of this relational model for understanding and analyzing contemporary China's rise and the changing East Asian order. The book suggests some historical lessons for understanding contemporary Chinese foreign policy and considers the possibility of a more relational and cooperative Chinese strategy in the future.

In Strategic Coupling, Henry Wai-chung Yeung examines economic development and state-firm relations in East Asia, focusing in particular on South Korea, Taiwan, and Singapore. As a result of the massive changes of the last twenty-five years, new explanations must be found for the economic success and industrial transformation in the region. State-assisted startups and incubator firms in East Asia have become major players in the manufacture of products with a global reach: Taiwan's Hon Hai Precision has assembled more than 500 million iPhones, for instance, and South Korea’s Samsung provides the iPhone’s semiconductor chips and retina displays.Drawing on extensive interviews with top executives and senior government officials, Yeung argues that since the late 1980s, many East Asian firms have outgrown their home states, and are no longer dependent on state support; as a result the developmental state has lost much of its capacity to steer and direct industrialization. We cannot read the performance of national firms as a direct outcome of state action. Yeung calls for a thorough renovation of the still-dominant view that states are the primary engine of industrial transformation. He stresses action by national firms and traces various global production networks to incorporate both firm-specific activities and the international political economy. He identifies two sets of dynamics in these national-global articulations known as strategic coupling: coevolution in the confluence of state, firm, and global production networks, and the various strategies pursued by East Asian firms to attain competitive positions in the global marketplace.
