In a report that recognises the recent positive developments in the child protection system in England, the Education Committee calls for changes to ensure that all children are treated as children and that their interests are put first. The report examines three key themes: neglect, older children and thresholds for intervention, taking children into care and adoption. On neglect, the Committee found evidence that children are left too long in harmful situations. On older children, an urgent review is needed of the support offered to this group in order that services can be re-shaped to meet their needs. On thresholds, the Committee makes a number of recommendations to ensure that the referrals process makes better use of intelligence from teachers and doctors and to improve co-ordination between agencies, including multi-agency training and greater clarity in guidance over data-sharing. The report finds that the balance of evidence is heavily in favour of care being considered as a viable, positive option at an earlier stage for many children. While welcoming the Government's proposed reforms to the adoption process, the Committee recognises that permanence and stability can be achieved by other means and that these options should also be encouraged. The Committee calls on the Government to monitor the impact of the economic situation and cuts in services on child-safeguarding.

With significantly more hours spent outside the home, single working mothers face a serious childcare crunch—how can they provide quality care for their children? In Putting Children First, Ajay Chaudry follows 42 low-income families in New York City over three years to illuminate the plight of these mothers and the ways in which they respond to the difficult challenge of providing for their children’s material and developmental needs with limited resources. Using the words of the women themselves, Chaudry tells a startling story. Scarce subsidies, complicated bureaucracies, inflexible work schedules, and limited choices force families to piece together care arrangements that are often unstable, unreliable, inconvenient, and of limited quality. For decades, research on children's literacy has been dominated by questions of how children learn to read. Especially among Anglophone scholars, cognitive and psycholinguistic research on reading has been the only approach to studying written language education. Echoing this, debates on methods of teaching children to read have long dominated the educational scene. This book presents an alternative view. In recent years, writing has emerged as a central aspect of becoming literate. Research in cognitive psychology has shown that writing is a highly complex activity involving a degree of planning unknown in everyday conversational uses of language. At the same time, developmental studies have revealed that when young children are asked to "write," they show a surprisingly sophisticated understanding of the representational constraints of alphabetic writing systems. They show this understanding long before they can read conventional writing on their own. The rich structure of meanings involved in the word text provided the glue that brought together a group of scholars from several disciplines in an international workshop held in Rome. Reflecting the state of the field at the time, the majority of the workshop participants were scholars working in languages other than English, especially the romance languages. Their work mirrors a linguistic and psychological research tradition that Anglophone scholars knew little of until recently. This volume provides English-language readers with updated versions of the papers presented at the meeting.
