The basic idea of common security is not complex. It is that no country can obtain security, in the long run, simply by taking unilateral decisions about its own military forces. This is because security depends also on the actions and reactions of potential adversaries. Security has to be found in common with those adversaries. These ideas were considered in a SIPRI conference held in 1983. The conference had two main objectives. The first was to undertake a critical examination of the concept. The second was to consider the implications of the idea for policy in general, and for disarmament and arms control policy in particular. Originally published in 1985, this book contains revised versions of some of the papers presented at the conference.

The spread of weapons of mass destruction poses one of the greatest threats to international peace and security in modern times--the specter of nuclear, chemical, and biological weapons looms over relations among many countries. The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.

Richard M. Price asks why, among all the ominous technologies of weaponry throughout the history of warfare, chemical weapons carry a special moral stigma. Something more seems to be at work than the predictable resistance people have expressed to any new weaponry, from the crossbow to nuclear bombs. Perceptions of chemical warfare as particularly abhorrent have been successfully institutionalized in international proscriptions and, Price suggests, understanding the sources of this success might shed light on other efforts at arms control.To explore the origins and meaning of the chemical weapons taboo, Price presents a series of case studies from World War I through the Gulf War of 1990-1991. He traces the moral arguments against gas warfare from the Hague Conferences at the turn of the century through negotiations for the Chemical Weapons Convention of 1993. From the Italian invasion of Ethiopia to the war between Iran and Iraq, chemical weapons have been condemned as the "poor man's bomb." Drawing upon insights from Michel Foucault to explain the role of moral norms in an international arena rarely sensitive to such pressures, he focuses on the construction of and mutations in the refusal to condone chemical weapons.

This new work examines three important case-studies of international conference diplomacy concerning military security, as presented at the semi-universal Geneva negotiations on the Chemical Weapons Convention (1992), the regional Stockholm conference on Confidence- and Security-Building Measures (CSBMs, 1986) and the Vienna bloc-to-bloc talks between East and West on Mutual and Balanced Force Reductions (MBFR, 1989). The authors describe in great detail the course and results of these conferences, and make a comparison of the negotiating processes before and after the abolition of the Warsaw Treaty Organization after the political events of 1989 in Eastern Europe. The central terms underlying this study are defined within a newly developed comprehensive theoretical framework that is used to analyze the three negotiating processes. In the final chapter a number of concrete recommendations are made which aim to increase the efficacy and efficiency of future multilateral negotiations.
