Although the "greenhouse effect" and "global climate change" have been the subjects of scientific scrutiny for many decades, only recently have they received widespread public attention. Two major events helped generate this attention. First, in 1990 the Intergovernmental Panel on Climate Change (IPCC) published its findings on the science, impacts and policy implications of climate change. The findings of the IPCC, prepared and reviewed extensively by the world's leading experts in the field, confirmed that the increasing atmospheric concentrations of "greenhouse" gases, such as carbon dioxide, methane, nitrous oxide and the chlorofluorocarbons, could cause the world to warm and sea level to rise. Second, in 1992 the United Nations Conference on Environment and Development (UNCED) inRio de Janeiro focussed the attention of the world's national governments, as well as organisations and individuals outside the governments, on the threat of global climate change. The Framework Convention on Climate Change (FCCC), signed by nations at UNCED, reflects both the concern about the effects of climate change and the urgent need for action to prevent or reduce its potential impacts, particularly with respect to the vulnerable developing countries of the world. Bangladesh ratified the FCCC on 15 April 1994. The countries that have signed and ratified the FCCC are obligated to report to the Conference of the Parties (CoP) to the Convention on a number of inter related issues.

The relationship between the agrarian structure of Bangladesh and its problems of rural development is established in this study based on four years (1975-79) of field research. The authors suggest that the concentration of land in the hands of a rural elite is the principal impediment to the participation of weaker sections of the peasantry in economic progress. Tracing the failure of local attempts to change Bangladesh's agrarian structure by legislative means, they outline a modified program for rural development that is linked to agrarian reform. Agrarian reform, Drs. Jannuzi and Peach argue, is the prerequisite for a rural development strategy that provides for both economic growth and improved income distribution; thus, approaches to rural development in Bangladesh that place reliance on new agricultural technology without first changing the institutions that determine peoples' relationships to the land are not viable. The authors' policy recommendations, grounded in new data on the relative proportions of owners of land, sharecroppers, and the landless, are supplemented by a theoretical analysis of the institution of sharecropping and detailed field work methodology.

Little is know about the Chittagong Hill Tracts of Bangladesh (CHT), an area of approximately 5,089 square miles in southeastern Bangladesh. It is inhabited by indigenous peoples, including the Bawm, Sak, Chakma, Khumi Khyang, Marma, Mru, Lushai, Uchay (also called Mrung, Brong, Hill Tripura), Pankho, Tanchangya and Tripura (Tipra), numbering over half a million. Originally inhabited exclusively by indigenous peoples, the Hill Tracts has been impacted by national projects and programs with dire consequences. This book describes the struggle of the indigenous peoples of the Chittagong Hill Tracts region to regain control over their ancestral land and resource rights. From sovereign nations to the limited autonomy of today, the report details the legal basis of the land rights of the indigenous peoples and the different tools employed by successive administrations to exploit their resources and divest them of their ancestral lands and territories. The book argues that development programs need to be implemented in a culturally appropriate manner to be truly sustainable, and with the consent and participation of the peoples concerned. Otherwise, they only serve to push an already vulnerable people into greater impoverishment and hardship. The devastation wrought by large-scale dams and forestry policies cloaked as development programs is succinctly described in this report, as is the population transfer and militarization. Globally climate-induced disasters have been impacting marginalised communities’ lives, livelihood and gendered relations. This book explores the effects of Cyclone Aila (as a result of climate change) in 2009 on the rural livelihoods and gendered relations of two ethnically distinct forest communities – Munda, an indigenous group, and Shora, a Muslim group – dwelling near the Sundarbans Forest in Bangladesh. Examining the cyclone’s medium- to long-term impacts on livelihoods and comparative aspects of gendered relations between these two contrasting communities, this book addresses a gap in current critical development studies. It adopts an ethnographic research design and analyses the alterations to livelihood activities and reconfiguration of gender relations within the Munda and Shora communities since 2009. Use of mechanization in African agriculture has returned strongly to the development agenda, particularly following the recent high food prices crisis. Many developing country governments—including Ghana, the case study of this paper—have resumed support for agricultural mechanization, typically in the form of providing subsidies for tractor purchase and establishment of private-sector-run agricultural mechanization service centers (AMSECs). The aim of this paper is to assess the impact of Ghana’s AMSEC program on various outcomes, using data from household surveys that were conducted with 270 farmers, some of them located in areas with the AMSEC program (treatment) and others located in areas without the program (control).
