Durch die ständigen Veränderungen in der Arbeitswelt, insbesondere auch wegen der Geschwindigkeit technischer Innovationen, begegnen die Erwerbstätigen bzw. Mitarbeiter "der Notwendigkeit, zu lernen, und zwar aus ihrer Arbeit heraus." 1 Die Berufsausbildung folgt diesen Veränderungen des Arbeitsprozesses nur schleppend, weil die Ausbildungsberufe und ihre Ausbildungsinhalte in längerfristigen Zyklen angepasst bzw. erneuert werden.
