Teile der Berufsausbildung und die betriebliche Weiterbildung finden hier statt. Die Berufsausbildung unterliegt gesetzlichen und anderen Regelungen, die berufliche Weiterbildung bleibt weitgehend den einzelnen Unternehmen überlassen. Durch die ständigen Veränderungen in der Arbeitswelt, insbesondere auch wegen der Geschwindigkeit technischer Innovationen, begegnen die Erwerbstätigen bzw. Mitarbeiter "der Notwendigkeit, zu lernen, und zwar aus ihrer Arbeit heraus." 1 Die Berufsausbildung folgt diesen Veränderungen des Arbeitsprozesses nur schleppend, weil die Ausbildungsberufe und ihre Ausbildungsinhalte in längerfristigen Zyklen angepasst bzw. erneuert werden.
