This book seeks to inject fresh thinking into the debate on democratic deterioration in Central and Eastern Europe (CEE), viewing 'democratic backsliding' through the prism of a range of cases beyond Hungary and Poland, to redress the imbalance in current scholarship. Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even 'backsliding' into new forms of authoritarianism. Debate has, however, so far focused disproportionately on the two most dramatic and surprising cases: Hungary and Poland. This book reflects on the 'backsliding' debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE. Democratic development in Central and Eastern Europe is not a finished project, nor is its progress immune to internal and external threats. The current social, economic, ethnic and political situation within the region presents new dangers. This text identifies and analyses challenges to current East-Central European democracies in terms of potential deconsolidation of democracy reflected in the changes in the institutional and procedural framework (polity), and in the choice of instruments and strategies in the policy area. Alternatives to Democracy in Twentieth-Century Europe examines the historical examples of Soviet Communism, Italian Fascism, German Nazism, and Spanish Anarchism, suggesting that, in spite of their differences, they had some key features in common, in particular their shared hostility to individualism, representative government, laissez faire capitalism, and the decadence they associated with modern culture. But rather than seeking to return to earlier ways of working these movements and regimes sought to design a new future – an alternative future – that would restore the nation to spiritual and political health. The Fascists, for their part, specifically promoted palingenesis, which is to say the spiritual rebirth of the nation. The book closes with a long epilogue, in which Ramet defends liberal democracy, highlighting its strengths and advantages.
