India's present fiscal structure is the result of a gradual evolution, along decentralized lines, dating back to December 14, 1870 when a resolution was issued by Lord Mayo, Viceroy of India. Fiscal federalism is a subject of topical interest in India in view of some recent developments of historical importance. For example, the passage of the Constitution (Seventy-fourth Amendment) Act, 1992 was a landmark in the history of municipal administration in India. As a result, panchayats (village councils) and municipalities are now constitutional bodies forming the third tier of the federal polity of India. Furthermore, the Constitution (Eightieth Amendment) Act, 2000 significantly changed the manner of distribution of central tax collections between the central and state governments. This book provides a detailed description and analysis of the evolution and the present nature of center-state financial relations in India. It explains the existing constitutional arrangements for intergovernmental financial transfers and the role of the Finance Commission and the Planning Commission in effecting these transfers. The book consists of 27 chapters which explain different dimensions of fiscal federalism in India. There are 8 appendices which provide supplementary information related to center-state financial relations. Also included is a glossary of fiscal terms.

This book examines the evolution of fiscal capacity in the context of colonial state formation and the changing world order between 1850 and 1960. Until the early nineteenth century, European colonial control over Asia and Africa was largely confined to coastal and island settlements, which functioned as little more than trading posts. The officials running these settlements had neither the resources nor the need to develop new fiscal instruments. With the expansion of imperialism, the costs of maintaining colonies rose. Home governments, reluctant to place the financial burden of imperial expansion on metropolitan taxpayers, pressed colonial governments to become fiscally self-supporting. A team of leading historians provides a comparative overview of how colonial states set up their administrative systems and how these regimes involved local people and elites. They shed new light on the political economy of colonial state formation and the institutional legacies they left behind at independence.

This book collects selected articles addressing several currently debated issues in the field of international macroeconomics. Drawing on official, archival, and published sources, this book explores how the formative history of the European nation-state was embedded within economic globalization and associated with conceptions of the world overseas. With a particular focus on France, Germany, Italy, and Britain, this research investigates how overseas relationships shaped state governance. The argument departs from conventional histories by linking together the analysis of economic relationships and political cultures, examining the ways in which state agency formed in different areas such as national economy building, the organization of overseas raw material and food supplies, labour, migration, and national identity. Spanning over a century, the book discusses the changing role of overseas colonies in European national development. Once a means to complete economic liberalization, colonies were then envisaged as tools of crisis management before, in the mid-twentieth century, complementarities in imperial-colonial economies shifted away from empire.
