With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. This book analyzes the Central Asian economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, from their buffeting by the commodity boom of the early 2000s to its collapse in 2014. Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.

When the Soviet Union officially ended in December 1991 and was replaced by the Commonwealth of Independent States, the five Central Asian republics—Kazakstan, Kyrgystan, Tajikistan, Turkmenistan, and Uzbekistan—also became independent. This study examines the course of nationalist, ethnic, and pro-independence movements in the Central Asian region since 1991, as well as the geopolitical situation surrounding and involving these new states. Because of differences in size, ethnic composition, historical and cultural characteristics, resource base, and geographical location, these countries' patterns of evolution during the post-independence period have varied greatly. When the Soviet Union collapsed, fifteen sovereign states suddenly appeared on the geopolitical landscape. None were less prepared for independence than the five republics of Central Asia. The peoples of Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Tajikistan had existed for seven decades in a semi-feudal state of suspension. The region, so dependent upon Soviet largesse that its rich cultural history was nearly smothered, had been the object of imperial competition for centuries - Soviet domination being merely the latest. This book incorporates research papers and discussions originally presented at a conference of leading scholars from the United States, Russia, Europe, and the Middle East who gathered to examine the regions political, economic, social, and security evolution since 1989. As the papers illustrate, the Wests image of Central Asia as a homogeneous belt of Islamic countries with uniform views of the regions future orientation is false. The papers also illustrate that hyperbolic prognoses of an "Islamic implosion" threatening to embroil the region in violent insurrections, possibly spreading throughout the former Soviet Union and the Middle East, are false as well. They have simply not materialized. Islam, in fact, has yet to emerge as a potent political force in Central Asia. This region is now lifting itself from economic obscurity and political isolation. Although distinct national identities are only in formative stages today, each of the five Central Asian states is likely to move in an individual direction, motivated by distinct national interests. The key issue is the extent of Russias influence in Central Asia and its long-term implications for the regions security. After Empire makes an important contribution to the better understanding of this very complex, indeed mysterious, region.
