Care Relations in Southeast Asia: The Family and Beyond, edited by Patcharawalai Wongboonsin and Jo-Pei Tan, examines the care relations and transactions within and beyond the family network across three middle-income Southeast Asian countries, namely the Federation of Malaysia, the Kingdom of Thailand and the Socialist Republic of Vietnam at the national and sub-national level. On the national level, changes and continuity in care relations along the changing demographic, socio-economic and political contexts of each country are addressed. On the sub-national level, the complex dimensions of care relations are analyzed by looking at the attitude towards and practice of elderly and child care within, between and beyond the family system. These regional analyses are based on merged data of three most recent family surveys in Kuala Lumpur, Bangkok Metropolis, and Hanoi. Alternative and innovative policy recommendations for current and future challenges are also offered. COVID-19 has presented huge challenges to governments, businesses, civil societies, and people from all walks of life, but its impact has been highly variegated, affecting society in multiple negative ways, with uneven geographical and socioeconomic patterns. The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. Second, it aims to advance or renew understandings of social challenges, risks, or inequities that were already in place, and which, without further or better action, are to be features of our “post-pandemic world” as well. This volume also contributes to the ongoing efforts to de-centre and decolonise knowledge production. It endeavours to help secure a place within these debates for a region that was among the first outside of East Asia to be forced to contend with COVID-19 in a substantial way and which has evinced a marked and instructive diversity and dynamism in its fortunes.

The United States maintains a comprehensive and robust presence throughout Southeast Asia that has grown dramatically since the 1980s. It includes the commercial, security, education and diplomatic, and other domains. America{u2019}s strengths and contributions to the region lie particularly in both hard and soft power, but the U.S. economic footprint is both broad and deep. However, this presence is not very well appreciated or reported by regional media {u2014} whereas China{u2019}s presence and influence is pervasive. Most Southeast Asian governments are often reluctant to recognize or publicize the U.S. presence or contributions to regional security, stability, and growth. America{u2019}s diplomatic engagement of ASEAN and the region has rightly been criticized for its episodic engagement, and Washington should substantially elevate Southeast Asia within its broader Asian and Indo-Pacific diplomatic priorities. Southeast Asia was made the highest priority ever for Washington during the Obama administration. While receding somewhat under the Trump administration, the region remains an important priority {u2014} but Washington must devote sustained attention to match the region{u2019}s importance to American national interests. As U.S.-China competition escalates, Southeast Asia will become an epicentre of this competition. Southeast Asian states and societies may not realize the significance of the escalating U.S.-China competition for them, as most countries are internally preoccupied and buy into ASEAN{u2019}s rhetoric of inclusive engagement of external powers. Southeast Asian countries are likely to become increasing objects of this competition, and it will be become increasingly difficult for them to ignore it. Meanwhile, Southeast Asian states and ASEAN must elevate their own emphasis and engagement with the United States. The U.S. brings many more strengths and benefits than does China and is a far more comprehensive actor in the region. In particular, it would be helpful if ASEAN and its member states would more publicly recognize the contributions and importance of the United States.

" Southeast Asia has become a hotbed of strategic rivalry between China and theUnited States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. Among other findings, the authors express concern that U.S. policy has become too concentrated on defense and security, to the detriment of diplomacy and development, allowing China to fill the soft power vacuum and capture the narrative through its signature Belt and Road Initiative. This book undertakes an in-depth examination of the dynamics of commitment in U.S.-Southeast Asia strategy. Drawing on cases including the U.S. withdrawal from Vietnam and Washington’s pivot to Asia amid China’s growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asia’s significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing.
