This report presents the results of a study on the pricing of beef at the slaughter, wholesale and retail levels in the context of the bovine spongiform encephalopathy (BSE or mad cow disease) crisis in Canada. The report reviews the data on markets and prices just prior to and in the wake of the BSE crisis, and the wholesale-to-farm-gate and retail-to-wholesale price spreads; examines the industry's competitive structure and performance at each stage of production; assesses the short- and long-term impacts of the BSE crisis, as well as the performance of the Federal-Provincial BSE Recovery Program; assesses the responses of industry and the federal government to the BSE crisis and offers further suggestions for mitigating such crises in the future.

"The closure of the US border to Canadian live cattle and beef products after the confirmation of a single Canadian BSE case in May, 2003 seriously jeopardized the Canadian beef cattle industry, which had relied heavily on exports. The inventory of cattle rapidly increased and farmers were paid record low prices for live cattle. But at the same time, the cattle slaughtering industry experienced a substantial increase in profits. The enlarged price spread between the value of live cattle and beef steak raised concerns about oligopsony market power in the live cattle market. This thesis investigates the hypothesis that the Canadian slaughtering industry exercised this market power in the months following the discovery of BSE. Two models, the conjectural variation model from the New Empirical Industrial Organization and an asymmetric price transmission model were used and the results from both models do not support the hypothesis of oligopsony market power." --

The physical, social and intellectual distance between consumers and their food stems from a food system that privileges quantity and efficiency over quality, with an underlying assumption that food is a commodity, rather than a source of nourishment and pleasure. In the wake of various food and health scares, there is a growing demand from consumers to change the food they eat, which in turn acts as a catalyst for the industry to adapt and for alternative systems to evolve. Drawing on a wealth of empirical research into mainstream and alternative North American food systems, this book discusses how sustainable, grass roots, local food systems offer a template for meaningful individual activism as a way to bring about change from the bottom up, while at the same time creating pressure for policy changes at all levels of government.
