This paper estimates the impacts of the Philippine Dual Training System (DTS) on labor market outcomes using a recent survey that tracked graduates from DTS and non-DTS programs provided by vocational training institutes. DTS programs partner with local employers to combine on-the-job training (OJT) with the conventional school- or center-based instruction, while non-DTS programs consist solely of the latter. The estimation results in Fuzzy Regression Discontinuity Design show a significantly positive impact on the most-recent monthly earnings. The impact significantly increases with the OJT intensity, measured by the number of hours of in-company OJT. The above results imply that the role played by OJT is essential to support higher earnings for DTS graduates.

Rising youth unemployment rates have been increasingly recognized as a serious challenge in developing and advanced economies, as the trend indicates a potential skills gap between the demands of the workforce and recent graduates. Effective dual education programs utilizing a combination of classroom instruction and practical skill training present an approach to developing a skilled workforce and meeting workforce demands. To evaluate the impact of the Philippine Dual Training System on labor market outcomes, this paper analyzes data from a recent survey tracking graduates from the Dual Training System and regular vocational training programs provided by technical vocational training institutes. The data analysis reveals that the Dual Training System has a significantly higher rate of return on labor market earnings compared with regular, classroom-only vocational training programs, particularly among high school graduates who did not perform well academically during basic education. The magnitude of the impact of the Dual Training System is also likely to increase in correlation with the intensity of the on-the-job component.

This report examines the German dual vocational training system (DS), which is a combination of in-enterprise training with part-time attendance at a vocational school. The DS provides a direct link between the country's training capacity and the demand for skilled labor. It has been credited for achieving a smooth and effective transition from school to working life. It has also been concluded that the DS is the main reason for the country's comparatively low rate of youth unemployment. About two-thirds of the German 15- to 18-year-olds participate in the system. The origins of DS, its administrative structure and its relationship between firms, school and students are thus the focus of this report.
