Projected emissions of sulfur and nitrogen are expected to have continuing negative impacts on forests, in spite of reductions in sulfur emissions as a result of SO2 control programs. Sulfur and nitrogen emissions present serious long-term threats to forest health and productivity in the United States. This report is intended to explain the differences in approaches for calculating critical loads for forest ecosystems in Europe, Canada, and the United States; it is directed to air quality regulators and Federal Land Managers (FLMs) in the United States, and addresses concerns particular to U.S. Federal lands. The paper describes the basic mass balance approach for calculating critical loads, presents the various critical thresholds, and explains the assumptions inherent in the calculation and data selection procedure. The input necessary from FLMs in the process of estimating the critical load is described.

They are the first maps of total deposition for all major ions in precipitation for Manitoba and Saskatchewan; further, they are consistent with the annual average wet and dry deposition fields (1994-1998) recently developed for eastern Canada and used in the eastern Canada critical load assessment. [...] Shortly after the initiation of the project, Environment Canada (EC) agreed to generate total deposition fields for Manitoba and Saskatchewan consistent with the fields recently developed for eastern Canada and used in the eastern Canada critical load assessment (Environment Canada 2004). [...] This final report incorporates the interim report which assessed the availability and quality of data required for the determination and mapping of critical loads for Manitoba and Saskatchewan. [...] For example, a standard level I mass balance approach for acidity of forest soil would identify the sources of acidity and alkalinity in the system and determine the maximum acid input that will balance the system at a specified critical limit for the selected chemical criterion (see Section 3.2). The NATO ARW in Irkutsk was an excellent occasion for the coming together of Eastern and Western scientists who are involved in tropospheric science; the workshop has greatly contributed to the scientific and social understanding among the participants from the many different countries. Many new personal contacts were made which will help to strengthen future collaborations. In particular, the Lake Baikal area and the Limnological Institute offer splendid opportunities for environmental research which, in part, is already on going. For most participants it was the first time to see the impressive nature of the Lake Baikal region. Hopefully, there will be a chance for a follow-up event in Siberia where researchers from the East and West can again meet and engage in fruitful scientific dialogue. The book contains extended abstracts of the lectures and the poster presentations presented at the NATO ARW "Global Atmospheric Change and its Impact on Regional Air Quality" Irkutsk, Lake Baikal, Russian Federation, August 21-27, 2001. The ARW was composed of 22 oral presentations by key lecturers and 6 additional shorter oral presentations from participants. In a special poster session the 36 poster contributions were presented and discussed. Unfortunately not all contributors submitted extended abstracts, however, to compensate two contributions have been added from 2 participants who were originally invited but were unable to attend.
