The internal weaknesses are related to the maturity of the business operations and limited adoption of biosecurity practices, which often result in reduced profitability and public health threats; the external challenges are related to the volatile market conditions, which have been exacerbated by the COVID 19 pandemic.

The growing population, urbanization and increasing incomes will result in an increased demand for animal source food products. To ensure the development of a healthy and productive livestock sector, investments are needed from the public and private sectors. We assess whether poultry producers are in a position to play a role in the development of healthy poultry systems by investing in biosecurity through examples of enterprise budgets of producers from Egypt, Kenya and Uganda. In all three countries, the most important revenue item is sale of broilers (>98 percent of total revenues). The two largest cost items are the purchase of day-old chicks (DOCs) and feed, covering 75 to 92 percent of total costs. Feed is the largest cost item at bigger farms (~5 000 birds per cycle) while purchase of DOCs is the largest cost item at smaller farms (~500 birds per cycle). The observed poultry businesses are profitable, profit margins range from 7 to 56 percent, and annual profits equal 2.3 (Kenya large farm) to 3.5 (Egypt) times the GDP per capita in the countries. Investment in biosecurity can potentially increase profits, however, the impact on profit is very context specific, depending on the different features of the businesses, their exposure to disease risk and market characteristics. We illustrate an example of a small farm in Uganda where profits increased by 10.8 percent after adopting three biosecurity practices.

This paper goes beyond the “business” case for agricultural value chain development and presents an economy-wide framework to make the “development” case. We show that there are several key transmission channels that determine the economy-wide impacts of promoting various value chains, including forward and backward economic linkages, price responses, and net employment effects. These impacts all matter for household incomes, poverty, and dietary diversity. Results for Egypt show that agricultural value chain development generates economy-wide growth as well as growth in the agri-food system, but the impacts on employment suggest that agricultural growth can create new (and better) jobs in and beyond the agri-food system, but not necessarily more jobs. The results also show that productivity-driven agricultural growth in all crops is pro-poor and improves nutrition. However, potential adverse effects of livestock-led growth show that growth acceleration in single sectors can be negative, highlighting the importance of a systems analysis or, in our case, an economy-wide analysis. It is clear that no single sub-sector is best at achieving all the development outcomes examined. Moreover, the ranking of value chains by their development outcomes differs across sub-national regions. As such, results from this paper may provide useful decision support for the government and its development partners to select value chains depending on their priority development outcomes.

Using sustainable food value chain development (SFVCD) approaches to reduce poverty presents both great opportunities and daunting challenges. SFVCD requires a systems approach to identifying root problems, innovative thinking to find effective solutions and broad-based partnerships to implement programmes that have an impact at scale. In practice, however, a misunderstanding of its fundamental nature can easily result in value-chain projects having limited or non-sustainable impact. Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.

The poultry sector continues to grow and industrialize in many parts of the world. An increasing human population, greater purchasing power and urbanization have been strong drivers of growth. A clear division is developing between industrialized production systems of large and medium size feeding into integrated value chains, and extensive production systems supporting livelihoods and supplying local or niche markets. The primary role of the former is to supply cheap and safe food to populations often distant from the source of supply, while the latter acts as a livelihood safety net, often as part of a diverse portfolio of income sources. This book examines the successful private, public and civil society models of agriculture value chains in India and addresses relevant challenges and opportunities to improve their efficiency and inclusiveness. It promotes the value-chain approach as a tool to improve access to finance for small holder farmers and discusses the possible structure of and regulatory framework for the ‘National Common Agricultural Market’— a term that featured in the Indian Finance Minister’s 2014–15 budget speech, and which is aimed towards standardizing and improving transparency in agricultural trade practices across states under a single licensing system.
