Book Description
In Bureaucratic Manoeuvres, John Grundy examines profound transformations in the governance of unemployment in Canada. While policy makers previously approached unemployment as a social and economic problem to be addressed through macroeconomic policies, recent labour market policy reforms have placed much more emphasis on the supposedly deficient employability of the unemployed themselves, a troubling shift that deserves close, critical attention. Tracing a behind-the-scenes history of public employment services in Canada, Bureaucratic Manoeuvres shows just how difficult it has been for administrators and frontline staff to govern unemployment as a problem of individual employability. Drawing on untapped government records, it sheds much-needed light on internal bureaucratic struggles over the direction of labour market policy in Canada and makes a key contribution to Canadian political science, economics, public administration, and sociology.

Book Description
The first edition of Bureaucratic Politics and Foreign Policy is one of the most successful Brookings titles of all time. This thoroughly revised version updates that classic analysis of the role played by the federal bureaucracy—civilian career officials, political appointees, and military officers—and Congress in formulating U.S. national security policy, illustrating how policy decisions are actually made. Government agencies, departments, and individuals all have certain interests to preserve and promote. Those priorities, and the conflicts they sometimes spark, heavily influence the formulation and implementation of foreign policy. A decision that looks like an orchestrated attempt to influence another country may in fact represent a shaky compromise between rival elements within the U.S. government. The authors provide numerous examples of bureaucratic maneuvering and reveal how they have influenced our international relations. The revised edition includes new examples of bureaucratic politics from the past three decades, from Jimmy Carter's view of the State Department to conflicts between George W. Bush and the bureaucracy regarding Iraq. The second edition also includes a new analysis of Congress's role in the politics of foreign policymaking.

Book Description
First study of the fascinating parallelism that characterizes developments in Japan and Germany by one of Germany's leading Japan specialists. With the founding of their respective national states, the Meiji Empire in 1869 and the German Reich in 1871, Japan and Germany entered world politics. Since then both countries have developed in strikingly similar ways, and it is not surprising that these two became close allies during the Second World War, although in the end this proved a "fatal attraction."

Book Description
This book, first published in 1975, is a comprehensive examination of specialised strategic studies, and deals with the theoretical and policy aspects of the topic. It argues that military power is an intrinsic part of the international system, with strategy being the means by which military power may be used to achieve political objectives. Hence, given the destructiveness of modern weapons it is the prime aim of the strategic doctrines of the major powers not to wage war, but to use their military potential to further their interests by less catastrophic means. However, outside the Cold War superpower confrontation, strategy exhibits many of its traditional aspects. This book analyses both types of strategy variations.

Book Description
"In The Capacity to Innovate, Sarah Giest provides insight into the collaborative and absorptive capacities needed to provide public support to local innovation through cluster organizations. The book offers a detailed view of the vertical, multi-level, and horizontal dynamics in clusters and cluster policy and addresses how they are managed and supported. Using the biotechnology field as an example, Giest highlights challenges in the collaborative efforts of public bodies, private companies, and research institutes to establish a successful eco-system of innovation in this sector. The book argues that cluster policy in collaboration with cluster organizations should focus on absorptive and collaborative capacity elements missing in the cluster context in order to improve performance. Currently, governments operate at different levels--local to supranational--in order to support clusters, and cluster policies are often pursued in parallel to other programs. As the book shows, this can lead to uncoordinated efforts and ineffective cluster strategies. Relational dynamics are often overlooked when working backwards from performance indicators, since their effects are largely indirect but Giest demonstrates that both the cluster organization and the cluster eco-system play a role. The Capacity to Innovate advocates for a coordinated effort by government and cluster organizations to support capacity elements lacking within the specific cluster context."--
