The development of reinforced and prestressed concrete during the last 50 years was highly promoted by the ”Comité Euro-international du Béton (CEB)“ and the ”Fédération Internationale de la Précontrainte (FIP)“. In 1998 these two associations merged, forming the ”Fédération Internationale du Béton (fib)“. The results of CEB and FIP had been distributed in different ways, such as 'CEB Bulletins d'Information', FIP–Reports, FIP–Notes and CEB–News. These Bulletins or reports comprised various kinds of information, such as State-of-the-Art-Reports, Research Reports, Application Manuals, Guides to Good Practice and the CEB/FIP Model Codes 1978 and 1990. These Model Codes provided design principles and application rules to the structural engineering profession and have been predominantly used for code drafting by many national and international standardizing bodies. The Textbook on Structural Concrete is now intended to provide background information and justification especially for the CEB/FIP Model Code 90 and in some fields of recently extended knowledge. It is addressed to advanced students: this means that basic information on structural analysis and behaviour of structural concrete is a required prerequisite. Practising structural engineers may utilize it for gaining background information on the CEB/FIP Model Code 90 (and national or regional codes as for ex. EUROCODE 2, based on MC 90). The Textbook is also conceived to assist teachers at technical universities or engineering schools to achieve better understanding of the recent theories on structural concrete. Having these targets in mind the General Assembly of CEB decided already in 1995 to set-up a Special Activity Group ”Dissemination of Knowledge“ to realise that work. The authors invited to draft the different chapters had been mostly involved already in drafting the Model Code 90. In this way consistent information could be provided, both for the code and the textbook. Each chapter has been thoroughly discussed and commented within the Special Activity Group 2. This textbook was first presented to fib members during the Technical Activity Workshop in October 1999 in Prague, held in connection with the first fib symposium. The authors are looking forward to receiving comments from various corners.

In this historically grounded, richly empirical study of social and economic transformation in North Korea, Hazel Smith evaluates the 'marketization from below' that followed the devastating famine of the early 1990s, estimated to be the cause of nearly one million fatalities. Smith shows how the end of the Cold War in Europe and the famine brought radical social change to all of North Korean society. This major new study analyses how marketization transformed the interests, expectations and values of the entire society, including Party members, the military, women and men, the young and the elderly. Smith shows how the daily life of North Koreans has become alienated from the daily pronouncements of the North Korean government. The book investigates the intellectual and political trajectory of the Belgian theorist Hendrik de Man (1885-1953) by examining the impact that his works and activism had on Western European social democracy between the two world wars. Based on multinational archival research, the book highlights how the idea of economic planning became part of a wider effort to address an ideological crisis within the socialist movement and revitalise the latter amidst the Great Depression. A heavily controversial figure also because of his subsequent involvement in Belgian wartime collaboration, de Man played a pivotal role in challenging traditional Marxist assumptions about the role of the state under capitalism and in promoting transnational exchanges between unorthodox social democrats across Europe. Starting from de Man’s experience in World War I, the book analyses his departure from Marxism, his elaboration of an alternative social democratic paradigm, his entry in Belgian politics as well as the reception of his thought in France and Britain.

The final decades of the Ottoman Empire and the period of the French mandate in Syria and Lebanon coincided with a critical period of transformation in agricultural technologies and administration. Chemical fertilizers and mechanized equipment inspired model farms while government officials and technocratic elites pursued new land tenure, credit-lending, and tax collection policies to maximize revenue. These policies transformed rural communities and environments and were central to projects of reform and colonial control—as well as to resistance of that control. States of Cultivation examines the processes and effects of agrarian transformation over more than a century as Ottoman, Syrian, Lebanese, and French officials grappled with these new technologies, albeit with different end goals. Elizabeth Williams investigates the increasingly fragmented natures produced by these contrasting priorities and the results of their intersection with regional environmental limits. Not only did post–World War I policies realign the economic space of the mandate states, but they shaped an agricultural legacy that continued to impact Syria and Lebanon post-independence. With this book, Williams offers the first comprehensive account of the shared technocratic ideals that animated these policies and the divergent imperial goals that not only reshaped the region's agrarian institutions, but produced representations of the region with repercussions well beyond the mandate's end.
