Eighteen months since the Arab Spring began, there has been extraordinary progress in Egypt, Tunisia and Libya. Yet many challenges still lie ahead, not least the need to support and reform the economies of these Arab Spring states. In 2011, the G8 Deauville Partnership identified $38 billion of funding available to support reform. The UK must use its leadership in the EU and G8 to ensure that we deliver on our promises. The Government needs to learn lessons from its experience in anticipating and handling the Arab Spring. Questions arose about the FCO's staffing levels, linguistic expertise and information gathering in the Middle East and North Africa region, although diplomats understood well the long-term problems in the region. The report welcomes the Government's recent moves to establish contacts with Islamist parties in the region and calls for deeper engagement to demonstrate at an early stage the UK's support and assistance for democratically elected leaders who respect human rights and democratic reforms.The BBC's Arabic Service further highlighted the importance of the BBC World Service in providing an independent news service and enhancing the UK's standing in the region. The Committee welcomes the Government's decision to reverse planned cuts to the Arabic Service last year, expresses concerns that cuts made elsewhere in the World Service will prove detrimental to the national interest, and urges that there be a sustained investment in the World Service

Small states are often believed to have been resigned to the margins of international politics. However, the recent increase in the number of small states has increased their influence and forced the international community to incorporate some of them into the global governance system. This book investigates the effects of the Arab Spring on Turkish foreign policy using a multidimensional approach that draws on a wide range of disciplines from international relations to sociology and economics. The demands for democracy that began in Tunisia, when Mohamed Bouazizi set himself on fire in 2010, rapidly spread across the Arab Middle East and Northern Africa. In countries dominated by authoritarian regimes, a freedom and sovereignty movement led by middle-class urbanites changed the quality of politics in the region. The focus and dynamics of the Arab Spring varied across countries where large-scale demonstrations were held, such as Tunisia, Egypt, Libya, Yemen, Syria, Jordan and Bahrain. While protests in Jordan and Bahrain had few consequences, they brought about changes in governments in Tunisia, Egypt, Libya and Yemen. After the regime in Syria exerted all its strength to stay in power, the issue gained a regional, then international, dimension. The most bloody and complicated struggle caused by the wave of changes continues in Syria, with undoubtedly serious implications for Turkish foreign policy. Since 2013, the Middle East has experienced a double trend of chaos and civil war, on the one hand, and the return of authoritarianism, on the other. That convergence has eclipsed the political transitions that occurred in the countries whose regimes were toppled in 2011, as if they were merely footnotes to a narrative that naturally led from an "Arab Spring" to an "Arab Winter". This volume aims at rehabilitating those transitions, by considering them as expressions of a "revolutionary moment" whose outcome was never pre-determined, but depended on the choices of a large range of actors. It brings together leading scholars of Arab politics to adopt a comparative approach to a few crucial aspects of those transitions: constitutional debates, the question of transitional justice, the evolution of civil-military relations, and the role of specific actors, both domestic and international.
