Book Description
First published in 1982, British Dogmatism and French Pragmatism presents an inquiry into how national political and administrative constraints affect the formulation and implementation of local government reform. This comparative study between British and French local politics and policymaking discusses themes like local reorganization in the welfare state; two paths from monarchy to democracy; decisions and non-decisions; can national politics make local policy; fiscal policy and local spending; capital spending and land use; and central-local politics in the welfare state. The author argues that the influence of local government systems cannot be assessed apart from the national political and administrative structures in which they are embedded. This book is a must read for scholars and researchers of political science, public administration and policy making.

Book Description
Beyond devolution and decentralisation compares the politics, policies and polity-building dynamics of devolution in Wales and decentralisation in the French region of Brittany. Empirically, the book draws conclusions from in-depth fieldwork within two regions and reports the findings of a comparative public opinion survey. Theoretically, it contributes towards our understanding of the comparative study of regions. Perhaps most impressive is how the case studies generally are based on, but also cast light back, to the nuanced theoretical framework on regional capacity established at the outset. The book uncovers the dynamics of devolution in Wales and decentralisation in Brittany through extensive face to face interviews: over 200 interviews were carried out from 2001 to 2004, a formative stage in the development of the devolved institutions in Wales and a period of expectation in Brittany as well. The book will be of interest to the professional research community and to practitioners in Britain, France and beyond, as well as to students on comparative politics, British/Welsh politics, French politics, European studies and public policy courses.

Book Description
First Published in 1980, Financing Urban Government in the Welfare State shows how intergovernmental structures have now become the main policy device designed for an earlier age and often for quite different purposes, linking national and local policymaking. Special attention is given to the historical structures which now form the basis for national - local spending and investment decisions, and which moderate the increasing interdependence of national and local decisions. The so called ‘crisis’ of urban spending has not emerged as a major problem, but each country has sought to modify and adapt old bargaining procedures to the new needs and problems of local government. The manner in which this has been done reflects crucially important aspects of the political process in each country- Britain, France, the United States, Germany and the Netherlands, and does not follow the lines that might be suggested by economic deterministic thinking. Essentially each country must work out its historical and institutional compromise between the financial problems of national and local government, with politics continuing to have an important explanatory role in understanding contemporary urban development. This is an interesting read for scholars and researchers of urban studies, urban politics and public policy

Book Description
This title was first published in 2000: This text collects a set of specially commissioned chapters by British and German political scientists as well as experts in public administration and management, designed to present and grapple with the range of the subject in an accessible but sophisticated form. In doing so, the volume seeks to fill the gap perceived to have opened up between the conventional comparative government literature and the new public management literature. While the first part of the book explores the historical, political and cultural context of public sector reform, the second part deals more specifically with institutional developments and recent reform trends in the fields of social policy and social service delivery. The volume analyzes the degree of "convergence" or "divergence" between the two countries with regard to public sector change.
