Metropolitan Natures presents original histories of the diverse environments that constitute Montreal and it region. It explores the agricultural and industrial transformation of the metropolitan area, the interaction of city and hinterland, and the interplay of humans and nature. The fourteen chapters cover a wide range of issues, from landscape representations during the colonial era to urban encroachments on the Kahnawake Mohawk reservation on the south shore of the island, from the 1918-1920 Spanish flu epidemic and its ensuing human environmental modifications to the urban sprawl characteristic of North America during the postwar period. Situations that politicize the environment are discussed as well, including the economic and class dynamics of flood relief, highways built to facilitate recreational access for the middle class, power-generating facilities that invade pristine rural areas, and the elitist environmental hegemony of fox hunting. Additional chapters examine human attempts to control the urban environment through street planning, waterway construction, water supply, and sewerage.

Located at the junction of the St. Lawrence and Ottawa rivers, Montreal Island is the main contact point between French and English Canadians. Prior to Quebec's "Quiet Revolution" of the 1960s, local governments in Montreal both reflected and perpetuated the mutual isolation of French and English. Residential concentration in autonomous suburbs, together with self-contained networks of schools and social services, enabled English-speaking Montrealers to control the city's economy and to conduct their community's affairs with little regard for the French-speaking majority. The modernization of the Quebec state in the 1960s dramatically challenged this arrangement. The author demonstrates how the English-speaking politicians in cooperation with certain French-speaking allies have succeeded in preventing the wholesale adoption of ambitious schemes for metropolitan reorganization. He describes the workings of a society divided by language and ethnicity, where the pervasiveness of the politics of language impedes all plans for comprehensive metropolitan reform. While local government is found in all federal countries, its place and role in the governance of these countries varies considerably. In some countries, local government is considered an essential part of the federal nature of the state and recognized in the constitution as such, whereas in others it is simply a creature of the subnational states/provinces. When referring to local government it is more correct to refer to local governments (plural), as these institutions come in all shapes and sizes, performing widely divergent functions. They range from metropolitan municipalities of mega-cities to counties, small town councils, and villages. Their focus is either multi-purpose in the case of municipalities or single purpose in the case of special districts and school districts. What unites these institutions of state is that there is no level of government below them.
