Brazil is a major supplier of ethanol to the world market, the result of its natural advantage in producing sugarcane, productivity increases, and policies stimulating the supply of feedstock and of sugar-based ethanol. Global demand for ethanol and other biobased fuels is expected to grow in response to mandates for increased use of renewable fuels around the world. Brazil will be well positioned to fi ll the growing world demand for ethanol. However, Brazil's ability to supply the export market depends on its domestic ethanol use mandate, world sugar and oil prices, the currency exchange rate, and the infrastructure to move ethanol to ports. The success of Brazil in the large-scale production and use of fuel ethanol has been widely discussed and analyzed by other countries interested in adopting policies designed to encourage the use of biofuels. Within this context, certain questions arise: Could the Brazilian experience be replicated in other countries? What were the conditions that enabled the creation of the Brazilian Proálcool (National Ethanol Program and what lessons can be learned? To examine these issues, it is important to understand the functioning of the key, interconnected markets (those for sugarcane, sugar and ethanol), which, from their inception, were the objects of extensive government intervention until 1999. Two main conditions enabled the creation of Proálcool: robust production of sugarcane and sugar (tightly regulated by the government, which applied the numerous regulations then in place); and the military regime that was in place at the time, whose decision-making and enforcement powers were quite broad, facilitating the carrying out of the necessary actions, as well as making it easier to coordinate the activities of the various stakeholders and sectors involved. This book increases understanding of the functioning of the sugarcane supply chain in Brazil, not only during the phase of government intervention but also in recent years (in the free-market environment). The lessons, positive and negative, gleaned from the Brazilian experience can contribute to reflection on and the development of alternative modalities of biofuel production in other countries, making the book of interest to scholars and policy-makers concerned with biofuel and renewable resources as well as economic development.

"Sweet Fuel: A Political and the Environmental History of Brazilian Ethanol traces the ethanol industry from its inception under a state institution in 1933 through the height of government intervention under the national program during the dictatorship to its rebirth with the launch of the flexible fuel car in 2003. It argues that private businessmen, politicians, and rural workers leveraged nationalist interests in a domestic fuel option into one of the most advanced alternative energy initiatives in the world. The industry's connection to the popular ethanol-fueled car connected the sugar-ethanol sector to Brazilian development goals of the twentieth century, but producers and government officials ignored the disproportionate environmental and costs associated with ethanol's expansion. Focused on Ribeirão Preto, São Paulo, the largest ethanol-producing region in the country, the book examines how producers' continued dumping of vinasse, a byproduct of ethanol distillation, in local waterways connected the industry to extensive water pollution while exploitative labor laws drove the program's rapid expansion over the course of the twentieth century.
