Concerns over the potential ecological effects of fishing have increased with the expansion of fisheries throughout the marine waters of the United States. Effects of Trawling and Dredging on Seafloor Habitat describes how assessment of fishing impacts depends on gear type, number and location of bottom tows, and the physical and biological characteristics of seafloor habitats. Many experimental studies have documented acute, gear-specific effects of trawling and dredging on various types of habitat. These studies indicate that low mobility, long-lived species are more vulnerable to towed fishing gear than short-lived species in areas where the seabed is often disturbed by natural phenomena. Trawling and dredging may also change the composition and productivity of fish communities dependent on seafloor habitats for food and refuge. The scale of these impacts depends on the level of fishing effort. This volume presents color maps of fishing effort for all regions with significant bottom trawl or dredge fisheries-the first time that such data has been assembled and analyzed for the entire nation.

Pair trawling offers considerable advantages over single-boat trawling with otter boards. It enables low-powered units to pull a trawl larger than a trawler with twice their individual horse power. It also enables them to sweep a wider area of the seabed than is possible with an otter trawl. This supplement was prepared with these advantages in mind. The nets described in FIIT/T189 can be towed by trawlers of 50-180 hp. When re-rigged for two-boat trawling they can be towed by two boats with 25-80 hp. each. This supplementary paper describes the rigging and operation of the trawls for pair trawling.

These guidelines have been produced to support implementation of the Code of Conduct for Responsible Fisheries with regard to safety at sea in the fisheries sector. Their purpose is to enable relevant authorities to develop and implement strategies aimed at improved safety, health and conditions of service at sea in capture fisheries and aquaculture operations. They apply to all commercial fishing activities, as well as activities at sea within the aquaculture sector. Furthermore, the principles therein, may also be applied to vessels engaged in fisheries research. However, while these guidelines are not directed at sport and recreational activities carried out within the aquatic environment, administrations responsible for such sectors may well take note of the safety and health issues therein. Illegal, unreported and unregulated (IUU) fishing constitutes a persistent and pressing problem estimated to account for up to US$23 billion annually in the APFIC area. The effects of IUU fishing can be severe, particularly for small-island and coastal developing states heavily dependent on fisheries, and include adverse impacts on peoples’ livelihoods, food security, national economies and the environment. Countries unable to fulfil international obligations for fisheries management and governance risk incurring trade sanctions on their fisheries exports, an increasing issue as export markets tighten their permitting. Furthermore, IUU fishing is increasingly associated with national and transnational organised criminal activities, although the evidence remains mixed. FAO commissioned this report two years ago to produce an independent update to an unpublished 2015 study on IUU fishing in the APFIC area of competence, which was presented to the APFIC as an information paper in 2016 (FAO 2016a). The 2015 study used a mixture of media reports, literature review, and interviews to build a picture of hotspots of illegal fishing across the APFIC area of competence. This report builds on the previous work, incorporating additional analysis methods to predict illegal fishing in a transparent manner. Based on discussions with the APFIC Secretariat, it was decided to limit the study to the illegal component of IUU fishing. A key difference with the 2015 study is the extension of the estimation of illegal fishing from the 33 hotspots covered in the 2015 study to the entire APFIC area of competence in this study.This report provides the following key outputs: (i) development and implementation of an agreed methodology for estimating illegal fishing levels and progress; (ii) information from case studies in three Asia-Pacific countries; and (iii) analysis of results from the agreed method estimating the incidence of illegal fishing and implication of efforts to reduce it. The approach taken to achieve these goals included a structured online survey of fisheries officials in APFIC countries, semi-structured interviews of key informants knowledgeable about illegal fishing in the APFIC region, and analysis of articles on illegal fishing from public media data across the APFIC area of competence.

This document elaborates the revised International Standard Statistical Classification of Fishing Gear (ISSCFG), as endorsed and adopted for implementation by the FAO Coordinating Working Party on Fishery Statistics (CWP) at its Twenty-fifth Session in February 2016 in Rome, Italy. The classification applies to commercial, subsistence and recreational fisheries in marine and freshwater fisheries. The document provides definitions and illustrations of the configuration and mode of operation of typical fishing gears. The primary purpose is to assist FAO Members, regional fishery bodies, as well as those working on fishery statistics and management, to correctly attribute and report fisheries catches made by different gear types. The document also contributes to the prevention, deterrence and elimination of illegal, unreported and unregulated (IUU) fishing by providing monitoring, control and surveillance personnel with information to identify the type of fishing gear with regard to licence and authorization to carry out fishing operations. Finally, the document also provides context and references for some contemporary conservation issues related to major fishing gear types; it can therefore be used as a reference text for students and researchers in fisheries and marine conservation.
