Since the global financial crisis of 2008, Greece has shouldered a heavy burden struggling with internal political and financial insecurity as well as hosting enormous numbers of migrants and asylum seekers who arrive by land and sea. In On the Doorstep of Europe, Heath Cabot presents an ethnographic study of the asylum system in Greece, tracing the ways asylum seekers, bureaucrats, and service providers attempt to navigate the dilemmas of governance, ethics, knowledge, and social relations that emerge through this legal process. Centering on the work of an asylum advocacy NGO in Athens, Cabot explores how workers and clients grapple with predicaments endemic to Europeanization and rights-based protection. Drawing inspiration from classical Greek tragedy to highlight both the transformative potential and violence of law, Cabot charts the structural violence effected through European governance, rights frameworks, and humanitarian intervention while also exploring how Greek society is being remade from the inside out. She shows how, in contemporary Greece, relationships between insiders and outsiders are radically reconfigured through legal, political, and economic crises. Border deaths are a result of dynamics involving diverse actors, and can be interpreted and represented in various ways. Critical voices from civil society (including academia) hold states responsible for making safe journeys impossible for large parts of the world population. Meanwhile, policy-makers argue that border deaths demonstrate the need for restrictive border policies. Statistics are widely (mis)used to support different readings of border deaths. However, the way data is collected, analysed, and disseminated remains largely unquestioned. Similarly, little is known about how bodies are treated, and about the different ways in which the dead - also including the missing and the unidentified - are mourned by familiars and strangers. New concepts and perspectives contribute to highlighting the political nature of border deaths and finding ways to move forward. Since the peak of Europe's so-called 2015 'migration crisis', the dominant governmental response has been to turn to deterrent border security across the Mediterranean and construct border walls throughout the EU. During the same timeframe, EU citizens are widely represented - by politicians, by media sources, and by opinion polls - as fearing a loss of control over national and EU borders. Despite the intensification of EU border security with visibly violent effects, EU citizens are portrayed as 'threatened majorities'. These dynamics beg the question: Why is it that tougher deterrent border security and walling appear to have heightened rather than diminished border anxieties among EU citizens? While the populist mantra of 'taking back control' purports to speak on behalf of EU citizens, little is known about how diverse EU citizens conceptualize, understand, and talk about the so-called 'crisis'. Yet, if social and cultural meanings of 'migration' and 'border security' are constructed intersubjectively and contested politically (Weldes et al. 1999), then EU citizens --as well as governmental elites and people on the move-- are significant in shaping dominant framings of and responses to the 'crisis'. This book argues that, in order to address the overarching puzzle, a conceptual and methodological shift is required in the way that border security is understood: a new approach is urgently required that complements 'top-down' analyses of elite governmental practices with 'bottom-up' vernacular studies of how those practices are both reproduced and contested in everyday life.

Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.
